고난의 행군 이후 김정일 현지지도 패턴 분석: 2000년~2009년 까지

국문 초록 (Abstract)

북한의 최고지도자의 공개활동은 현지지도, 군부대 시찰, 공연예술 관람, 외빈접견 등이 있다. 이 중에서 현지지도는 지도자와 대중이 소통하는 과정으로서 북한이 당면하고 있는 문제점과 관심사항, 그리고 정세에 대한 인식을 파악하는 데 유용한 연구대상이다. 본 연구는 북한 김정일 국방위원장의 대표적 공개활동인 현지지도의 특징을 분석함으로써 김정일의 통치전략과 정책인식을 파악하는 데 목적을 두고 있다. 그런데 현지지도는 두가지 배경에서 정당화 되고 있다. 하나는 조선노동당의 ``당적 지도``이며, 다른 하나는 주체사상에 기초한 수령의 지위와 관련된다. 북한은 1990년대 중반 이후 심각한 생존위기를 경험하였다. 이른바 ``고난의 행군``을 통해 위기탈출을 모색하였으며, 2000년에는 조선노동당 창건 55주년을 맞아 ``고난의 행군``이 종료되었다고 선언하였다. 논문은 북한이 ``고난의 행군`` 시기의 마감을 공식 선언한 2000년부터 2009년까지 10년 동안 행해진 김 위원장의 현지지도가 시기별, 대상별로 어떠한 패턴을 보이는 지를 분석하였다. 2000년 이후 현지지도는 경제부문에 집중된 가운데 전력산업 등 선행공업부문과 협동농장 등 농업부문에 집중된 경향을 보인다. 결국 이 시기 북한의 국가전략은 여전히 ``결핍 경제(shortage economy)``에 머물러 있으면서, 생산력 확대를 위한 인민에 대한 ``교시경제``를 답습하고 있는 것으로 해석된다.

다국어 초록 (Multilingual Abstract)

Open activities of North Korea``s supreme leader are field supervise( Hyunji-jido), military inspection, watching art performance, and reception of foreign guests. Among these activities, the field supervise, the process of communicating between the leader and the general population, is a useful research area to understand out the problems and the interests, and recognition of the current political status that North Korea is facing. This study aims to understand North Korean supreme leader Kim Jong Il``s political strategy and policy through analysis of the characteristics of Kim``s field supervise. The field supervise is being analyzed on two respects. First is the leadership of Chosun Labor Party at political party level, and the second is the position(influence) of the leader based on ideological term. North Korea has endured severe survival crisis after mid-90s. The country has tried to escape from such crises through so called ``death march( Konaeui-haenggun)``, and has proclaimed the end of ``death march`` in 2000 at the 55th anniversaryofthefoundationofNorthKorea. ThispaperanalyzesthepatternsofKim``sfieldsuperviseperiodicallyandondifferentsubjectsforth epasttenyears. The field supervise after year 2000, shows very much related to economic areas such as electricity industries and cooperative farms showing its concentrated focus on primary and agricultural sectors. After all, the North Korea is following ``instruction economy`` for its citizens(people) in order to expand their productivity, yet its national strategy still remained at ``shortage economy`` level during this period.
