안보환경의 변화와 사이버안보 = Changing Security Environment and Cybersecurity

국문 초록 (Abstract)

정보통신기술의 발달은 인류에게 커다란 혜택을 가져다줌과 동시에 사이버위협으로 인한 막대한 피해와 위험도 함께 가져다주었다. 오늘날 국제사회는 사이버공격으로 인한 피해가 심각해지면서 사이버안보에 대한 관심도 매우 높아지고 있다. 한국은 비약적인 발전을 통해 정보통신기술 강국의 지위에 올랐지만 동시에 이로 인해 국제적으로 사이버공격의 주요대상 국가로 떠오르고 있다. 왜냐하면 사이버공간의 발달과 확장은 막대한 경제적, 사회적 이익을 가져오는 것이 분명하지만 반면 안보적으로는 커다란 위협이 될 수 있기 때문이다. 다른 국가들과 달리 한국의 경우에 있어서는 군사안보적으로 대치상황에 놓여있는 북한이 강력한 비대칭 사이버전력을 확보하고 있는 실정이다. 이글에서는 사이버안보가 현재의 변화된 안보환경 속에서 어떤 의미를 갖는지 알아보기 위해 우선 안보환경 변화와 한국의 사이버안보환경을 살펴본다. 그리고 사이버안보개념 논의를 통해 포괄적 사이버안보를 제시하고, 이를 바탕으로 한국의 사이버안보전략 방향을 모색해보고자 한다.

다국어 초록 (Multilingual Abstract)

The development of Information and Communication Technology has brought vast benefits to mankind. At the same time a wide range of cyberthreats has also given enormous risks. Recently Korea has risen to the top position of Information and Communication technology powers throughout astonishing development, in turn has been a major target of international cyberattacks. Unlike other states, it is very important to South Korea because North Korea, which is confronted militarily each other, has asymmetrical cyber warfare.
This research tries to find out the changes of international security environment, especially cybersecurity environment in Korea. It can conceptualize the comprehensive cybersecurity through the concepts of cybersecurity. Based on this, it can show the strategy of cybersecurity of Korea.
