A lot of currently- implemented web- based instructions (WBI) in educational settings remain suspicious for their effectiveness mainly because of the embedded character is tics of technically- driven design and development. In order to achieve better effectiveness, the purpose of this study res ides on provision of useful and practical instructionally- driven design strategies to developers of WBI so that they could trans form the focused activities in the design and development of WBL. With the prime object to practical problems raised from the current WBI, I would seek real solutions to the problems and suggest practical design strategies. Trying to exclude existing theoretical and impractical design principles, I would indicate instructionally- driven design strategies as the actual interventions to the problems of current WBI. They are as follows : 1) minimize the cognitive burden caused by changed format of learning, 2) facilitation of success ful interaction between the instruction and learner, 3) facilitate motivation, 4) effective user interface design.
