무기 체계 시험평가 효율화 방안에 관한 연구 = (A) study on the improvement of weapon test and evaluation systems

This research is for the improvement of test evaluation toward pulling out the realistic plan by introducing test evaluation system from foreign countries as to research appropriate weapon system test evaluation system in our country.
First of all, Chapter 1 being the introduction of the thesis, this introduces true intention related to the pursuit of efficient weapon system test and explains the scope and research performance method and whole structure of the thesis.
In chapter 2, in order to look into the theoretical content regarding test evaluation, concept, type and infrastructure of test evaluation system and regarding their importance, material related to existing test evaluation was described in focus. And by grasping the existing preceding research, direction for the improvement of test and evaluation has been analyzed; and by analyzing the test and evaluation system of an advanced nation, perspectives regarding test and evaluation of our state have been acknowledged, and now it is to be utilized as a link of improvement plan. To analyze the condition of weapon system test evaluation of our nation, organization, system, labor and technology, facilities and condition of equipment reserve have to be the standard of the research while performing. Also through the expert interview and opinion survey, problem analyses have been performed in a comprehensive manner. Expert interview and opinion survey have been conducted as subject to the operation administrators in militaries, agency for defense development, defense acquisition program administrator in order to survey opinions regarding weapon system test evaluation.
In chapter 3, based on the result obtained in chapter 2, national test evaluation system condition through national test and evaluation reality analysis have been comprehensively arranged based on the result from the theory analysis and expert interview; and the issue of test evaluation system have been summarized comprehensively. Comprehensive issues that are according to organization, system, labor and technology, facility and condition of equipment reserve are as follows. First, in the organizational aspect, organization that performs integrated operation, unsatisfactory regulation and system, unsatisfactory strict cooperation within test evaluation organization and such were shown as issues. Second, in the systematic aspect, absence of mid-long term test evaluation planning and policy, unsatisfactory implementation of new test evaluation method, absence of standard model of test evaluation process was shown as issues. Third, in the labor and technology aspect, absence of test labor, acquisition, cultivation, management plan, absence of comprehensive test technology acquisition and capability possession and management plan was shown as issues. Fourth, in the facility and equipment aspect, absence of planning capability and unsatisfactory organization for test evaluation infrastructure construction, absence of test evaluation infrastructure construction comprehensive plan was shown as issues.
In chapter 4, based on the issues that arose from the performed theoretic analysis and expert interview, improvement plan of our national test evaluation system has been suggested into the aspect of organization, policy, labor and infrastructure after being classified into efficient plan First, when looking at an organizational aspect, it is as follows First, considering national test infrastructure reserve capability in a comprehensive manner, it is suggested that the constructing the agency for defense development centered independent test analysis structure is desired. For this matter, agency for defense development should foremost establish departments that can integrate manage the test evaluation infrastructure so that it is desired that each department can comprehensively manage the test evaluation plan regarding the development business. Second, in order to construct the independent test evaluation system, it is necessary to perform test analysis of development body and separation form. For this matter, it is inferred that development body and independent test center is needed for objective and independent test evaluation performance. Third, it is inferred that, from now on, each military development test unit reservation is needed. There is a current trend to emphasize the role of military in the development test in cutting edge weapon system such as aircraft, submarine, ballistic weapons, it is needed to reserve actual military’s inspection capability.
To summarize the development direction of weapon system test evaluation policy, it is as follows. Test evaluation performance, method and procedure development and related research performance is needed. To be more specific, first, within defense acquisition program administrator, establish or designate department of responsibility and have army, navy and air force test evaluation experts coordinate to conduct research. Second, regulation for comprehensive test infrastructure management is needed. For this matter, there is a need for review of the regulation and the procedure related to America and Europe’s test evaluation and research for Koreanization. Third, standardization of test evaluation process, which can be used in special subject to army, navy and air force, is needed. Also such as STD, SPEC, HDBK, it is necessary to construct test evaluation that connects international standard, a guiding principle linking to international cooperation and test evaluation policy and procedure that can be verified.
Summary of test evaluation labor and technology related development direction is as follows. First, comprehensive planning for test evaluation related basis and professional labor management is necessary. And for this matter, from each military and related institution test evaluation base, it is necessary to suggest budget requirement for test evaluation basis and labor maintenance and to reflect budget in
