Today convergence and locality discussion are the main stream of our academic world. These discussions are evaluated as ideal in that they affirm the desire and presence of human beings. However it is a question if the ideal of convergence and locality can be realized. It`s because we still come to discover not a big relationship that makes mutual harmony but a mutually antagonistic relationship between local and global and between ``episteme`` and convergence. As a result of examination of the planned special papers in ``Tamla Munwha(Culture)`` on the basis of this critical mind, there is a trend to be devoted to the dual principle of plurality and self-centeredness which are the core of locality discussion. However there are only 8 papers that are written by those who major in philosophy in Korea and which is only 2.11% of all the 379 articles in ``Tamla Munwha(Culture)`` whose issues that have been published until now are 38 issues. In fact, even though ``the study about the culture of Jeju`` is the subject, there is no need to focus on revealing the peculiarity of Jeju and it is not that researchers from Jeju should conduct the study. However consequently the major themes in which Korea, a local, can be globalized can be selected obviously when the subject is Jeju, a small local, rather than when the subject is Korea, a large local. Jeju and Jeju residents are placed ``now`` which is coordinates in the time of 2000 years and the time whose length from now on is not known and ``here`` which is coordinates in the space which is an island in southwestern part of the Korean Peninsula and the space which is a geo-politically important region located in the center of Korea, China and Japan. These coordinates is not fixed and unchangeable but is changing moment by moment as they have been, but they are also coordinates that are ``now and here`` always. Therefore the concreteness based on the border of time and space and the universality that broke down the border of time and space can both be accomplished ``now and here`` and should be accomplished. In addition, the strict reflection and concrete practice that makes it possible are the goal of studying philosophy in Jeju and the ideal of Glocal.
