분야별 재정지출의 구조와 결정요인 분석 = An Empirical Study on the Structure and Determinants of Functional Government Expenditures

국문 초록 (Abstract)

  본 논문은 국가 간 비교가 가능하고 중앙정부와 지방정부를 포함한 일반정부를 기준으로 한 재정지출 통계자료를 사용하여 분야별 재정지출의 구조와 결정요인을 분석하고 있다. 이를 위해 재정지출을 경제？복지？교육？기타 부문 등 4개 부문으로 구분하여 경제적, 정치적, 사회적 변수들을 사용하여 실증분석하고 있다. 본 논문에 사용된 자료는 OECD 13개국의 1970~2002년의 패널자료이며, 4대 분야별 지출구조를 동시적으로 감안한 시스템 회귀분석과 정치경제학적 연구에서 많이 사용하는 패널회귀분석을 그 방법론으로 하고 있다. 실증분석의 결과를 응용한 ICGE분석은 본 논문이 사용한 변수들이 비교적 적절하게 분야별 재정지출의 구조를 설명하고 있음을 보여준다.

다국어 초록 (Multilingual Abstract)

  This study investigates the structure and determinants of government functional expenditures and discusses its future direction. To this end, we did an empirical analysis of the determinants of government functional expenditure using most recent OECD SNA data set. The International Comparison of Government Expenditure(ICGE) index, based on the regression results of the determinants of government functional expenditures, showed that the current expenditure structure is appropriate and considers possible changes. The main result is that the welfare expenditure is anticipated to increase rapidly as the low fertility and aging problems intensify. Hence, the welfare expenditure should be constrained to a reasonable level, with current adjustments in the economic expenditure to avoid huge expansion of overall government spending. We also conclude that there is much uncertainty in future welfare expenditures that hinge on political or environmental factors.
