국문 초록 (Abstract)

릿？1990년대 중반 이후 원내권력의 집중화를 제도화하는 방향의 개혁을 시도했다. 사회경제적 변화로 말미암아 정당조직의 변화, 유권자연합의 재편성 및 정당체제의 변모가 초래되었다. 유권자의 투표참여를 제고하기 위한 개선방안은 여전히 효과적이지 않으며 분권적인 선거관리체제가 다양한 문제를 발생시키고 있다. 2002년의 정치자금개혁은 연성자금의 금지와 이슈지지 광고의 규제를 통해서 자금의 영향력을 다소 약화시키는 효과가 예상되지만 정당의 약화를 가져올 우려가 없지 않다. 오늘날 동성애자 권리보호 문제는 이에 대한 사회적 합의 부재로 인하여 풀어야 할 여러 난제를 안고 있다.

Throughout the United States history, democracy has developed owing to a positive combination of the activated civil society with the state and democratic institutions. Protestantism has not only provided an ideological basis for democratic reform, but also served as the main force for carrying out the reform. Several kinds of recent political reform has been analyzed. The presidency was reformed in the direction of strengthening presidential power from the late 1940s to the 1960s, but in that of constraining it since the 1970s. Administrative reform was pursued for building a political state during the first century after the foundation of the country and then for an administrative state during the second century. Since the late 1990s, the goal of a new administrative state has been set. In the wake of the Republican upsurge, the distribution of internal power in Congress has been more centralized than it was in the era of Democratic dominance. Socioeconomic transformation has caused party organization changes, voter realignments and shifts in party system. Reform measures for boosting voter participation still have little effect, and a decentralized system of managing elections generates myriad problems. The political finance reform of 2002 has focused on the banning of soft money and the regulation of advertisement for issue advocacy. This is expected to reduce the role of money in elections to some extent. However, there is a possibility that it may weaken the role of political party. Nowadays there remain still several barriers against the protection of gay rights mainly due to the lack of social consensus
