This article analyzed the independent variables affecting the civic participation through the public sphere of the e-government. The data used in this article were gathered from the 19 cental government agencies in Korea. All of the five independent foundation variables, that is, leadership of the top management, information system services, incentive system, individual attitude, organizational culture, were turned out to be statistically significant. In other words, these five independent variables affect significantly on the civic participation and further the democratic value of the organization. Finally, based on these empirical findings, this article presented some effective policy proposals enhancing civic participation using the public sphere of e-government.
