      다국어 초록 (Multilingual Abstract)

      The side-effect of Chinese land development is very serious. Indiscreet land conversion, illegal and arbitrary land development have caused serious problems, such as farmland loss and peasant protest even riot. The interesting thing is that this illegal and arbitrary land development lasts so long and has not been controlled yet, despite the strong rules over land issued by central government. Additionally, this phenomenon mainly derives from local governments. According to the previous research, Chinese local governments have gradually become capable of pursuing their own interests, besides the Chinese land regime in the reform era has its own ineffectiveness, which stimulates the local governments’ illegal and arbitrary land development. However, this article shows that the primary reasons for such phenomenon derive from central government’s interest and regime design. Central government has acted as a regime designer because it has far more power than local governments during the reform era in China. The process of land regime design has been favorable to central government’s interests, which are political stability or tax expansion. Local governments’ measures have been affected by such regime largely. Therefore, the phenomenon of local governments’ illegal and development is a by-product of land regime, on which central government’s interests have reflected.
