대북 전략물자 반출의 효과적 통제방안 = A Study on Effective Export Control of Strategic Commodities to North Korea

다국어 초록 (Multilingual Abstract)

With an idea of the minimization of illegal risk and transaction cost in the export control of strategic commodities to North Korea, the aim of this study is to grope for the effective control measures on the basis of institutionalization model, including law, organization, structured procedure and informal practice. As a scheme in the new institutional perspective for effective export control, it offers some suggestions which comprise issue identification, institutional design, institutional implementation, and feedback. To put it more concretely, the suggestion comprehends the improvement of laws and regulations, the securing of specialized bureau and manpower pool in the phase of institutional design. Moreover it proposes the building of advanced risk management information system, and the establishment of successful partnership among the interested from governance in the phase of institutional implementation. Our government should not get export control from unitary security value or simply trade barrier, but take a active stand for ensuring peace on the Korean peninsula and the North-South Korea economic community.
