This paper is a comparative approach to the institutional framework of local governments in five countries: France, Japan, USA, Spain and Germany. The aim is to recognize how their local governments are structured, their prominent structures, primary coordination and concurrency levels for care and provision of public services. It generates a preliminary comparison of institutional structures of public representation regarding the five experiences. This work provides an assessment of the Mexican case and makes recommendations to improve the institutional structure of local government in Mexico.
