국문 초록 (Abstract)

본 논문은 FTA 모델의 타당성을 확인하고 우리나라 행정 과정에의 적용가능성을 검토하기 위한 것이다.
이 목적을 위하여 한미 FTA 체결 과정에 대하여 연구검토하고 이를 의사결정 모델 중 하향 상향 통합 분석법인 지지연합 모델을 토대로 분석하였다. 특히 모델의 세부 분석과 관련하여 FTA 체결 과정에서의 찬성연합과 반대연합들의 종류를 알아보고 행정부의 의사결정에 미치는 영향 등을 파악 하였다.
연구 방법은 다른 유사논문에서의 경향처럼 주로 문헌 분석 방법을 활용하였다.
이를 통하여 우리나라의 FTA 체결 과정이 합리적으로 이루어졌는지, 행정부가 적합한 정책 조정자로서의 역할을 하였는지를 알아보고, 이론의 타당성도 검토하였다. 더불어 지지연합을 조절 중재하는 순수한 모델의 논리가 우리나라에서는 정부의 조절역량이 부족해서 적용이 미흡하다는 점을 제시하였다.
보다 나은 의사 결정 과정을 위하여 부족하나마 본 논문의 연구 내용이 기여할 수 있길 바란다. 본 논문은 이론적 배경을 중심으로 이루어진 것으로 차후 여건이 허락된다면 실제 상황에의 참여나 설문지 조사 등을 통한 보다 다양한 연구가 나오길 기대해본다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to identify the validity of FTA model and check its applicability to our administrative process.
For this purpose it reviewed and researched the decision making process of FTA between Korea and U.S.A and then analysed it on the base of Advocacy coalition framework, an integrated analysis method with top-down and down-top approach, among decision making models. Especially it researched the types of coalition in approval and disapproval during the decision making process of FTA by detailed analysis on the model and identified its effect on the administrative decision making.
For the research method, it mainly used the literature analysis as other studies with similar issues. Through this, it checked whether our FTA process was implemented rationally and our administration made a good role as a proper policy coordinator. And also it reviewed the validity of this theory. Meanwhile it suggested that the pure logic of this model, which controls and mediates the coalition, was not good enough for applying to our country resulting from insufficient capability of our administration.
Even though this study is not sufficient I hope that the contents of it would be helpful for the administration to create better decision making. Finally as it is conducted through theoretical background, I suggest that there will be further research with various methods like participating in the actual situation or implementing the survey with questionnaires and others.
