마을만들기 사업의 실태 및 개선방향에 관한 연구

In community building projects, the residents themselves identify precious values or treasures they are supposed to promote in the community and build a unique community that can contribute to the activation of resident community. Candidate communities are chosen in a project plan contest, and residents build a livable community through voluntary participation.
Researches have been conducted on the community features to be highlighted in the local areas, "what should be discarded and kept," and the forms of resident community beyond the old conventional approaches to such projects. Growing out of the old growth-centric policy based on urban development with no consideration into the features of cities in public-based urban development projects, today's urban development projects allow local residents to take a central role, consider the many different historical and local features of the communities according to the formation of community, and establish life zones based on them. There is a need for researches on the activation of community building projects that consider even the influences of vitalized living cooperative associations on local economy and reflect the features of community.
In South Korea recently, the rapid industrial development has demanded changes based on also rapid urban development, in which situation cities form and develop by settlers from other cities, witness the occurrence of many different issues, and ask for changes to the old ones. Today citizens that are born and raised in cities demand for the formation of communities fit for their cities.
Community building projects provide those citizens with security and comfort. With their ongoing implementation, community building projects needed by citizens need to embrace changes to the residential environment due to the deterioration of buildings based on the local government's active supports for community formation. The residents, local government, and coordinator groups need to collaborate and work together to build a community with its stories. The entire society should work on the formation of community to arrange the environment including the buildings, parks, roads, and human relationships so that it will be difficult for crimes to occur there. The true development of community building projects will involve the improvement of living environment and quality of life and the performance of roles originally assumed by the communities or families in a more professional manner fit for the times.

국문 초록 (Abstract)

마을만들기 사업은 주민 스스로 마을에서 만들어 나가야 할 소중한 가치나 보물을 찾아 주민공동체 활성화에 기여할 수 있는 특색 있는 마을로 조성하는 사업으로서 사업계획 공모를 통해 사업추진 마을을 선정하여 살기 좋은 마을을 주민이 자율적으로 참여하여 만드는 사업이다.
마을만들기 사업에서 지금까지의 방식에서 벗어나서 지역에서 마을의 특성을 살리며 ‘무엇을 버리고 무엇을 지키는가?’하는 것과 주민들과의 서로 주민공동체로서 어떤 형태로 만들고 하는 부분의 연구와 지금까지의 공공 중심의 도시 개발에서 도시의 특성을 배재한 도시 개발에 의한 성장 위주의 정책에서 벗어나 지역의 주민들이 중심이 되어 마을 공동체의 형성에 따라 지역의 역사적이고 지역적인 여러 가지 특성을 고려한 생활권 계획의 수립에 의해 도시의 개발이 이루질 수 있는 도시 개발 계획이 진행되고 있으며, 이러한 계획이 지역의 생협조합 활성화로 지역경제에 영향까지 고려하며 마을의 특성을 반영한 마을만들기 사업의 활성화 연구가 필요하다.
우리나라는 최근에의 급격한 산업 발전에 의해 도시의 급속한 발전에 의한 변화를 요구하고 있다. 이러한 상황에서의 도시의 발전은 기존의 도시 이외의 이주민들에 의해 형성되어 발전하며 수많은 문제점이 발생 되어왔으며 지금까지 형성된 도시의 변화를 요구하게 되었으며, 이제는 도시에서 태어나 도시에서 성장한 도시민이 성장하면서 도시에서의 적합한 마을의 형성을 요구하게 되었다.
마을만들기 사업은 이러한 도시민들에게 편안하고 안락함을 주며, 도시민들에게 필요한 마을만들기 사업을 지속적으로 하며, 마을 공동체 형성에 필요한 부분을 지자체의 적극적인 지원으로 도시의 건축물들이 노후화로 인한 주거 환경에 따른 변화를 수용할 수 있는 마을만들기 사업이 필요하며. 주민과 지차체와 코디네이터그룹이 서로 협력하며 행동하여 Story가있는 마을 만들기로 사회 전체에서 마을공동체 형성으로 환경정비, 즉 건물이나 공원, 도로, 인간관계 등을 범죄가 발생하기 어려운 환경으로 만들어내어 생활환경과 삶의 질을 향상 시키는 것이 본래 지역이나 가정이 맡아온 역할을 시대에 맞는 방식으로 보다 전문적으로 실천하고 있는 것이 마을만들기 사업의 진정한 발전이다.
