The objective of this thesis is to identify a best industry that can be promoted and supported in order to activate and revitalize the economy of a region. In this study, the Hadong, Gyeong-Nam, Korea region was selected and the sports-leisure industry was identified as the best candidate industry to be promoted and supported.
To accomplish this objective, I have reviewed the results of previous studies on the sports-leisure industry, tourism industry, and regional development plan of this selected area. Through this review process including the examination of data already made available (by various governmental and private sector agencies), I could envision and draw a scheme that can activate and revitalize the economy of the study region by activating and then utilizing the economic potential, current states of industry, and human and natural resources of the region.
The conclusions and recommendations formulated based on the results of this study are summarized as follows:
Firstly, tourism industry is identified as the best candidate industry for the revitalization of the regional economy of the study area. It was noted that this region has rich cultural heritage and many notable historical relics in addition to natural resources such as Mt. Jiri National Park and Hallyeo Marine National Park. The tourism industry presents a great potential for increased employment and fostering sustained regional economy while further enhancing environmental conditions rather than deteriorating the environment. Incidentally, tourism industry has recently been a growth industry worldwide. (This outcome is possible and likely because initial investment in beautification projects of the region will improve the natural environment of the region in addition to attracting more tourists, which will increase the revenue of the region, which will in turn allow increased investment for further improvement and addition of beautification and enhancement of the environment of the region.)
Secondly, in order to bring the envisioned tourism industry to fruition, it is necessary to develop and construct infrastructure that the tourism industry requires such as lodging facilities, eateries, transportation network, recreational facilities, either self-production or procuring and making available of quality foods and goods such as souvenirs for tourists to purchase. One component of the most important for promoting tourism industry is sports and recreational facilities for tourists to enjoy not only for their leisure-time pleasure but also something to experience and learn in the natural setting presented by the region. Through this study it was learned that most regional and local governments along the shores of Korea have plans to promote construction of marine resorts. In order to enhance, enrich and diversify available activities for tourists and regional residents alike, I propose to include aviation sports/tour for an added, novel, exciting experience.
Thirdly, I extensively researched ways of requisitioning and equipping a flying school for training and servicing ultralight-weight aviation activities (either gliding or flying). I researched legal and technical issues involved and location requirements associated with a flying school.
Fourthly, I conducted an in-depth study on how to operate a flying school (to the satisfaction of clients and regulatory agencies) so that the operation can produce adequate profits. I present the details of relevant issues associated with this proposed venture.
Fifthly, I describe how this region can achieve results that contribute to the economic and social well-being of the region when the proposed steps are taken.
