정부 재난안전 합동점검의 개선방안 연구 = A Study on Improvement Plans of Government Joint Inspection in Disaster Safety

국문 초록 (Abstract)

재난 및 안전관리 기본법령에 따라 시행되는 정부 합동점검은 사회기반시설의 노후화 및 국민들의 수요가 증가함에 따라 효율성을 고려한 개선방안이 요구되고 있다. 본 연구의 목적은 정부 합동점검의 현실적 실태 분석 및 문제점 도출을 통한 정부 재난안전 합동점검의 개선방안을 제시하고자 한다. 관계 법령 및 문헌 조사를 통해 재난안전 관련 정부 합동점검의 법적 제도 현황 및 주요 사례의 분석을 실시하였다. 이와 연계하여 정부 합동점검의 현실적인 문제점 및 핵심요소를 분석하여 개선방안을 도출하였다. 법적 제도 현황 및 최근 3년간 주요 사례를 분석하고, 정부합동점검단 및 점검대상기관의 문제점으로 분류하여 12개의 문제점을 분석하였다. 이를 통해 5개의 핵심 관리요소를 도출하고 총 9개의 개선방안을 도출하였다. 결론적으로, 정부 재난안전 합동점검의 효율성 제고를 위해 정부 합동점검단 및 점검대상기관의 관점을 고려하여 제도개선, 기술개발, 인력양성, 교육·훈련, 점검체계의 핵심 관리요소를 고려하여 발전방안이 수립되어야 한다. 향후 본 연구결과는 국가차원의 정부 합동점검의 발전방안 및 관련 정책의 수립을 위한 기초 데이터베이스 구축에 기여할 것으로 판단된다.

The purpose of this study is to present improvement measures for government disaster and safety joint inspections by analyzing the current status and problems of government joint inspections. Through a review of related laws and literature, the legal system status and major cases of government joint inspections related to disaster and safety were analyzed. In connection with this, the actual problems and key elements of government joint inspections were analyzed and improvement measures were derived. The legal system status and major cases of the past three years were analyzed, and 12 problems were analyzed by classifying them into problems of government joint inspection teams and inspection target organizations. Through this, five core management elements were derived and a total of nine improvement measures were derived. As a result, in order to improve the efficiency of the government disaster safety joint inspection, the development plan should be established by considering the perspectives of the government joint inspection team and the inspection target organizations, and considering the core management elements of the system improvement, technology development, human resource development, education and training, and inspection system. In the future, the results of this study are expected to contribute to the establishment of a basic database for the development plan of the government joint inspection at the national level and the establishment of related policies.
