행정관료의 변형적 역할에 대한 비판 : 신공공서비스이론을 중심으로

국문 초록 (Abstract)

본 논문은 행정이론의 새로운 패러다임으로 지칭되는 신공공서비스이론이 상정하는 행정관료역할의 한계를 비판하고자 한다. The Denhardts가 제시한 신공공서비스이론은 전통 행정이론, 신공공관리이론과 달리 행정과 행정관료의 역할이 시민봉사(serving)에 있다고 주장한다. 또한 그러한 주장을 위한 이론적 근거로서 ‘민주적 시민권(Theories of Democratic Citizenship)’, ‘공동체와 시민사회(Models of Community and Civil Society)’, ‘조직 인본주의와 담론이론(Organizational Humanism and Discourse Theory)’을 제시한다. 그러나 본 논문은 이들 행정이론이 함축한 행정관료 역할에 관한 시각차가 존재한다는 것을 지적한다. 이들 행정이론 모두 ‘규범적(normative)’ 정향을 갖고 있지만, 각각 상정하는 행정관료의 역할은 사뭇 다르다는 것이다. 특히 행정담론이론은 신공공서비스이론의 행정관료의 변형적 역할에 대해 비판적인 입장을 견지한다. 따라서 본 연구는 신공공서비스이론이 행정이론의 큰 그림으로서 역할을 하는데 일정 부문 한계가 있다고 비판한다.
