공공문화시설 건립타당성 조사방법의 효율성에 관한 연구 = 공공도서관과 문화체육센터 사례를 중심으로

The purpose of this paper is to present the improvement schemes enhancing the efficiency of Feasibility Study for Constructing Public Cultural Facility through reviewing the problems on the current methodology of the feasibility study. Research targets in the study are limited to Public Library and Center for Culture and Athletics. The authors find out the problems of the selected research reports conducting feasibility study for Constructing Public Culture Facility by 6 kinds of standpoint such as policy, location, economy, technology, fund raising, and management. They also review the method and efficiency of the feasibility study. Improvement schemes presented in this paper are as follow; 1) Approach considering demand-side rather than supply-side is strongly recommended. 2) The standardized instruction including main valuation items for feasibility appraisal is required. 3) Various fund raising tools such as PFI, BTL, BOT should be considered. 4) Competitive bid system could be applied to research project with service cost of less than 30 million won. 5) Plan improving both location and accessibility should be prepared when the subject facility is not located on the best site.
