The purpose of this study was to identify the problems of the national lifeguard certification system and derive improvement measures to find ways to develop the certification system. A total of 15 people, including doctoral researchers, national lifeguard certification officers and instructors, and Korea coast guard officials in charge of related tasks, were studied by conducting Delphi techniques on three factors: education, environment, and administration. As a result of the analysis of this study, first, the problems of the national lifeguard certification system were the renewal period of short remuneration education, differences in education and practical evaluation by institution and region, differences in infrastructure by educational institution, and the need for detailed grades of national lifeguard certification system. Second, measures to improve the national lifeguard certification system included extending the qualification renewal period, national unification of education equipment, establishing a link to national lifeguard, and classifying detailed national lifeguard certification system. The conclusions of this study are summarized into educational standardization, environmental improvement, system supplementation, and establishment of a cooperative system. If these results are introduced and improved, it can be expected to improve the educational quality of the national lifeguard certification system and to further stabilize and develop through the activation of the certification system. This study was conducted on a group of experienced experts to find ways to develop the system, but follow-up studies are considered necessary to collect opinions from actual certification consumers, such as prospective acquisition and educational participants.
