    In response to a continuing concern that the federal government be held accountable to the American people, Congress enacted the Government in the Sunshine Act in 1976, requiring that all portions of all meetings conducted by federal agencies be open to the public unless they fit within one of ten exemptions. The Act reflects the feeling that greater accountability will increase the public's confidence in and understanding of the decision-making process. However, it is essential to keep in mind that the Act is a product of balancing the need for openness with the needs for personal privacy and administrative efficiency. So, it is necessary to find the middle ground between the benefits and the costs of open government. In order to do this, I will provide a general explanation of the Act's provisions, examining them in light of the stated policy of the Act, its legislative history, and the courts' decisions. In the conclusion, the current situation on the open government in Korea will be briefly described.
