고등교육 이러닝 책무성 강화를 위한 법제도 개선 방향 탐색 = Ensuring Accountability of Higher Education e-Learning: Law and Policy Implications

The purpose of the study was to examine a way of ensuring higher education accountability for e-learning with the revisions of the current laws, regulations, and policies. E-learning in higher education is authorized and managed under the Higher Education Act. The recent law and policy revisions in higher education focused on extensive autonomy regarding e-learning without much consideration of elevating accountability, which might result in moral hazard and inefficient law enforcement. Increased autonomy does not mean absence of outside controls, quite the opposite. To ensure quality in e-learning, governments, parliaments and society at large are asking for more accountability. To achieve the research goal, I reviewed the previous research and related literatures, including government reports, I drew some useful implications to revise the current laws, regulations, and policies. With the implications, I suggested possible ways of improving the current Higher Education Act and regulations. First, I founded that the current law and regulations lacked accountability system in many ways including e-learning for part-time students and military personnel. Second, I suggested revisions on the structure and the content of the Higher Education Act and proposed some ideas about new articles for related the regulations, so that policy makers might use the idea as they revise the law. The suggestions also included the development of a guideline for e-learning service operation and regular evaluation for higher education institutions based on the guideline.
