지방정부 노인일자리사업의 사회적 자본 효과 탐색: 근거이론 = Exploring the Social Capital Effect of Senior Job Placement Programs by Local Governments: Grounded Theory

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the social capital effect of senior job placement programs of local governments. The study collected in-depth interview data from program managers at 17 community senior centers in the Seoul, Incheon, and Gyeonggi area. The data were analyzed by the grounded theory method of Strauss and Corbin, using open coding and constant comparison. The researchers extracted 179 concepts related to senior job placement programs and the effects were summarized into 19 categories. The results indicate that participating in senior job placement programs can have positive effects on overall health by offering emotional support for seniors, enhancing life satisfaction, and encouraging an active life. Moreover, the program can create social capital in several ways by encouraging interest in the local community, boosting volunteer activities, and fostering interaction across generations. The article concludes by arguing that senior job placement programs are indeed worth it as they can be a significant catalyst for social capital creation by encouraging social participation of seniors.

국문 초록 (Abstract)

본 연구는 지방자치단체의 노인일자리사업의 사회적 자본 효과를 탐색하는데 목적이 있다. 연구는 서울, 인천, 경기지역의 노인일자리사업을 실시하고 있는 17개 노인복지관의 노인일자리사업 담당자를 심층면담 하였다. 수집된 자료는 Strauss와 Corbin의 근거이론방법을 사용하여 지속적 비교분석으로 개방코딩에 의해 노인일자리와 관련된 개념은 179개로 축약되었으며, 일자리사업 결과는 19개의 범주로 탐색되었다. 노인일자리사업 참여자들은 일의 중단과 소속에 대한 박탈감을 경험하며, 개인의 경제적 여건이나 활동에 대한 갈망과 심리적 위축상황이 맥락적 조건으로 개인의 특성이나 일자리 혹은 노동의 강도 및 참여동기가 중재적 조건이었으며, 일자리사업 담당자의 일자리 중개 및 발굴, 교육과 모니터링이 상호작용전략으로 작용하였다. 노인일자리사업 참여는 노인들의 심리적 안정과 생활의 만족뿐만 아니라 삶의 활력소로 건강증진 효과를 가져오고, 지역사회에 대한 관심과 자원봉사에의 참여 및 다른 세대와의 교류와 관계 만들기를 통한 사회적 자본 증진 효과가 있음이 발견되었다. 연구결과 노인일자리사업은 노인들의 사회적 참여와 지역사회와의 관계 형성 및 통합에 기여함으로써 사회적 자본 생성에 기여하고 있었다.
