This study analyses the appraisal and prospect of neo-managerialism in local government reform. This study shows that local government employees take negative opinions about the program of neo-managerialism. This innovation program don`t increase the productivity and outcome of local government. So The basic tone of neo-managerialism is changed, Owing to negative response in local government employees survey, it will be difficult that neo-managerialism is institutionalized in Korea. Naturally we can`t return to developmentlism. To overcome the limit of neo-managerialism and developmentalism, new paradigm of local government management is proposed in Korea.
