우리나라 首都圈 成長管理政策에 관한 硏究 = (A) Study on Policy of Metropolitan Growth Management

국문 초록 (Abstract)

본 연구는 전체 6장으로 구성되어 있다.
제1장에서는 이론적 고찰에 앞서 이 연구를 진행하게 된 연구의 목적과 연구의 범위 및 방법을 밝혔다. 제2장에서는 도시성장관리정책에 대한 이론적 고찰 및 우리나라 수도권 성장관리정책의 현황을 제시하였고, 제3장에서는 우리나라 수도권 성장관리정책의 필요성과 40년 간 성장관리정책의 변화과정을 크게 4단계로 살펴보았다. 제4장에서는 제1차 수도권정비계획의 성격과 수도권의 집중변화를 각종 지표를 바탕으로 효과성을 행정구역별과 권역별로 분석·평가해 보았고, 제2차 수도권정비계획의 주요내용과 한계점을 제시하였다. 제5장에서는 향후 수도권성장관리정책이 나아가야 할 방향에 관해 논하였다. 마지막으로 제6장에서는 연구결과를 종합 정리하여 연구의 결론을 맺고 있는데, 연구의 한계를 지적하고 향후 연구과제를 제시하였다.
본 연구는 개발제한 구역 등 수도권 성장관리정책이 현정부 들어서 가장 흔들리고 있는 시점에서 시작하였다. 과거의 팽창위주의 경제성장정책에 밀려 수도권의 역할은 고도성장의 선봉장을 담당하였다. 그러나 집적의 이익이 과도하면 경제적 불경제가 나타나기 마련인데 이에 본 연구에서는 수도권 성장관리정책의 효과성을 분석하기 위해 인구의 집중의 변화, 고용집중의 변화, 통근패턴의 변화를 통계청에서 실시한 인구 센서스를 바탕으로 1980년, 1990년, 1995년의 통계치를 가지고 1984년의 제1차 수도권 정비기본계획의 효과성을 1981년부터 계획집행 종료직후인 1995년까지 5년마다의 주요지표를 비교 분석해 보았다.
분석 결과 수도권성장관리정책에 대한 효과성은 인구집중도에 있어 위성도시로의 분산이 조금 이루어졌을 뿐 다른 변화는 거의 없었다고 해도 과언이 아니다. 이는 인구집중이 위성도시로 빠져나가 분산되었을 뿐 인구변화에는 영향이 없었다. 또한 위성도시가 자족도시로써의 역할을 수행하지 못하고 침상도시로써 만이 그 기능을 수행함에 따라 출퇴근 시간대에 도심으로의 교통량은 크게 증가하였다.
이러한 상황에서 수도권 성장관리정책의 문제점을 지적하고 향후 나아가야 할 방향에 관해 논한 바, 수도권 성장에 따른 사회적 비용과 효율성을 재검토하여 하여 다음과 같은 점이 개선되어져야 한다.
첫째, 정치논리에 의한 정책의 흔들림 없이 일관성 있고 지속적인 정책방향이 성립되어져야 한다. 그러기 위해서는 합리적인 권역설정이 이루어져야 한다. 둘째, 정책집행에 있어 지방정부와의 공조가 이루어져야 하는데 특히 법적인 면에서 통합적인 규제정책이 이루어져야 한다. 이를 위해 수도권의 3개 광역자치단체가 공동으로 참여하는 수도권 광역행정협의체가 필요하다.
수도권 성장관리정책은 결국 수도권 시민의 삶의 질 향상을 위한 정책으로 시민이 만족하는 정책으로 변화되어야 한다. 수도권성장관리정책은 비대할대로 비대해진 수도권, 특히 서울의 무질서한 팽창을 억제하여 도시로서의 기능을 회복시켜 쾌적하고 효율적인 도시로서의 발돋움을 위한 정책임을 명심하고 지금까지 열거된 개선방향을 지속적으로 추진하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study is started on the point that the policy of metropolitan growth management was shaking like the policy of green belt. The metropolis has been playing the vanguard of economic growth in korea. But the excessiveness of concentration profit bring about diseconomy. I analyzed effectiveness of the policy of metropolitan growth management on base of statistical index of 1980, 1990, 1995 to study the change of popular concentration, change of employ concentration and change of commuting pattern every five years.
This study is composed of six chapter. The first chapter is composed of study purpose, category and method. The second chapter is composed of theoretical investigation and present condition about the policy of metropolitan growth management. The third chapter is composed of the necessity and the changing process for 40 years by 4 steps of the metropolitan growth management. The forth chapter is composed of the character of the first metropolitan arrangement planning, more over analysing and assessing its effectiveness on bases of each index and proposing the chief contents and limit of the second metropolitan arrangement planning. In the fifth chapter, I discuss the improvement of metropolitan growth management. The last chapter is composed of synthesis of the study result and proposing limit and the future study subject.
As a result of analysis, there is little effectiveness of metropolitan growth management exception of moving to satellite city. The population of metropolitan only move to satellite city, but the concentration of metropolitan population is not changed. This means that satellite cities only play as a bed town but as a self-sufficient town. So this incites to traffic jam at rush hour.
I indicate the problem of metropolitan growth management and propose improvement.
The First, the policy of metropolitan growth management should be organized and propelled continuously without political interference. For this, the area of growth management should be organized reasonably.
The Second, the policy executing should be harmonious with local government, especially at the aspect of law union. For this, the council integrated administration of a large region composed of Seoul, Incheon and Kyung Ki-Do needs.
The policy of metropolitan growth management must be changed for improvement of the quality of civil living finally. The policy of metropolitan growth management must be executed in the way of restraining disorderly expansion and restoring civic original function. In addition, the policy of metropolitan growth management must be organized reasonably and propelled continuously.
