The Network system became to be perceived as the alternative one which compensates the weaknesses of the market system and the government.
This thesis tries to find these facts: First, which functions and the meanings does the social welfare network have? Second, how is the delivery system of the Self-Support in Bucheon city composed of Third, how is the Self-Support Network in Bucheon city composed of? Which problems does it have? Lastly, which alternative policies can be selected to vitalize the Self-Support Network in Bucheon city?
The delivery system of the Self-Support in Bucheon city is well furnished. There are many indigenous voluntary groups in Bucheon city, and these groups lead the Self-Support Network effectively. To vitalize this Network much more, the Bucheon government's role should be changed, so to speak, from Director, Controller to Supporter. Besides, the Bucheon government should increase the fjnancial assistance and recognize the creativity, autonomy of the above Network.
