지방정부 학교밖청소년 지원정책의 실태 분석 및 개선 방안 고찰: 경상북도의 지원정책 사례를 토대로 = A Study on the Improvement of Support Policy for Outof-School Youth in Local Government: With Reference to the Empirical Analysis of Gyeongsangbuk-Do Support Policy

국문 초록 (Abstract)

본 연구는 지방정부 학교밖청소년 지원정책의 실태와 문제점을 분석하고, 이를 토대로 지원정책의 개선방안을 제시하려는 것이다. 현장 실태를 분석하기 위하여 경상북도 관내의 학교밖청소년지원센터에 등록한 학교밖청소년을 대상으로 설문조사를 실시하였으며, 설문조사를 보완하기 위하여 학교밖청소년, 부모, 지원센터 업무 담당자를 대상으로 심층면접조사를 하였다. 연구 결과 나타난 문제점으로는 학업중단숙려제에 대한 불만이 크고, 관련 기관 간의 연계와 소통이부족하여 업무처리에 많은 시간이 소요되며, 지원센터의 일부 프로그램 특히, 상급학교 진학 관련 프로그램에 대한 개선요구가 높았다. 모니터링과 성과평가가 부실하고 사후관리가 부족하였다. 이에 따라 본 연구는 학업중단숙려제 기간의탄력적 조정, 정보지원과 홍보 강화, 학교밖청소년의 적극적 발굴과 등록, 학부모에 대한 정보제공, 선택과 집중에 입각한 프로그램 통폐합, 관련 프로그램 간 연계성 강화, 관련 기관 간 연계성 강화, 시군 단위의 컨트롤타워 강화, 모니터링및 성과평가 강화 등을 지방정부 학교밖청소년 지원정책의 개선방안으로 제시하였다.

The purpose of this article is to analyze the actual conditions and underlying problems of the local government’s out-of-school youth support policy and seek the measures to improve the support policy based on the empirical research. To the end, this article first examined the current status of the out-of-school youth support policy in both central and local governments. In order to analyze the on-site status of support policy, a survey was conducted on out-of-school youth registered at support centers in Gyeongsangbuk-do. An in-depth interview was conducted with out-of-school youth, parents, and support center managers, with the purpose of supplementing a survey research, This article found not a few problems of out-of-school youth support policy and suggested the following as policy measures to improve out-of-school youth support policies: Flexible adjustment of the duration of the school interruption meditation, strengthening information support and publicity, actively discovering out-of school youth and registering them to support center, providing information to parents, eliminating the ovrapping of relevant programs, strengthening the linkage among programs and the coordination system among related government agencies, reinforcing control tower function at the city and county levels, and strengthening monitoring and performance evaluation.
