국민 안보의식 변화에 대한 연구- 범국민 안보의식 여론조사결과(1989년~2013년)를 중심으로 - = The Study of Pan-national Security awareness Survey

국문 초록 (Abstract)

본 연구는 국가안보라는 관점에서 쉽게 간과되고 있는 무형적·관념적 요소인 국민안보 의식에 대해 국방대학교 안보문제연구소에서 지난 20여 년 동안 진행한 ‘범국민 안보의식 조사’ 자료를 활용하여 국민 안보의식의 실체를 분석하고 그에 따른 안보문화발전방향을 제시하였다. 이 연구를 통해 기대되는 성과로는 첫째, 안보의식 연구를 진행하는데 있어 시대적 관찰뿐만 아니라 세대별 분석을 통해 접근했다는 점이며, 이러한 연구는 경험적·과학적 자료로 활용되는데 도움이 될 것이다. 둘째, 국가안보 차원의 안보문화라는 포괄적 개념까지 연계하여 연구를 진행하였다는 것이다. 정책적 함의로는 국민의 안보인식이 과거에는 정부 성향별 안보환경에 따라 단순히 홍보대상으로 취급되었으나, 현재는 정부의 국방 정책 입안과 나아갈 방향에 중요한 영향을 미칠 수 있기 때문에 국민 안보의식 조사의 정확성이 매우 중요하게 다루어져야 한다는 당위성을 찾을 수 있었다.

다국어 초록 (Multilingual Abstract)

This research utilized the results of ``Pan-national security awareness survey`` conducted by Institute for Security Affairs Research of National Defense University to guide the development of security culture through analyzing the actual security awareness of the citizens and related security culture, an intangible and notional area that is frequently overlooked in the perspective of broader national security. Firstly, the achievement of this study is that it will be utilized as a useful experiential and scientific resource in further studies of security awareness since it`s approach of security awareness investigation is done by not only generational observation but also age analyzation. Secondly, it processed the comprehensive concept of security culture in the realm of national security. The political implication of this study is that in the past, security awareness of the citizens were viewed merely as an object of propaganda according by the government`s inclined security environment, while in current period, it showed it`s cause that the accuracy of the surveys on the security awareness of the citizens should be dealt with immense importance since it may serve as a influential factor of government`s security policies and their future direction making.
