In the late 14th century, the Goryeo dynasty underwent rapid militarization in response to intensifying external threats. Faced with repeated invasions, the central government appointed and dispatched various military officials bearing different titles. This study aims to analyze the functions of these military officials and to elucidate the structure—or lack thereof—of the military command hierarchy during this period.
First, numerous officials were dispatched to provincial areas under titles such as Dosunmunsa(都巡問使, Regional High Commissioner for Military Affairs), Manho(萬戶, Myriarch), Wonsu(元帥, Marshal), and Byeongmasa(兵馬使, Local Military Commander). Despite the variation in titles, they all carried out comparable military functions, primarily involving the mobilization of troops and direct engagement with enemy forces. Second, these positions were almost exclusively ad hoc appointments. Officials were assigned in response to specific crises and relieved of duty once the situation was resolved, with no fixed terms or standardized procedures for appointment. Third, there was no consistent hierarchical structure among these commanders. Their jurisdictions often overlapped, and the scope of their duties was not clearly delineated.
Fourth, in instances of large-scale military operations, a supreme military commander—designated as either Dotongsa(都統使) or Chongbyeonggwan(總兵官)—was temporarily appointed to exercise overarching authority over subordinate field commanders. This arrangement, however, remained an exceptional and temporary measure, lacking institutional permanence. Fifth, although proposals to unify the military command system were repeatedly raised during the late Goryeo period, none were successfully implemented.
The failure to establish a centralized command structure can be attributed to several contextual factors. The unpredictability of Japanese pirate (Waegu, 倭寇) incursions—in terms of timing, location, and scale—made it exceedingly difficult to construct a stable and responsive military system. The Goryeo government lacked the time and institutional capacity to implement systematic military reforms. Additionally, the monarchy deliberately avoided concentrating military authority in the hands of any single individual, reflecting a broader political strategy to prevent the emergence of rival power bases. Most critically, the vested interests of the ruling elite—who frequently held military command positions themselves—formed a complex web of power relations that rendered structural reform virtually impossible. Ultimately, the task of restructuring the military command system was deferred until the revolutionary changes brought about by dynastic transition.
