韓國 體育行政의 改善方案에 관한 硏究 : 체육부와 대한체육회를 중심으로 = (A) Study of Plan to Improve in Korea Sports Administration

국문 초록 (Abstract)

現代社會에서 體育活動은 個人的으로나 社會的 또는 國家的인 次元에서 그 重要性이 浮角되어 가고 있다. 이는 體育活動을 통하여 國民 個個人이 身體發達을 도모하며 社會的으로 國體의 一員으로서 協同精神 및 組織力을 培養하게 될 뿐만아니라 共同體意識을 유발시키는 매체로서 그 기능이 새롭게 認識되어 지고 있기 때문이다. 이러한 現實的인 要求에 발맞춰 政府次元에서 體育政策의 體系的이고도 合理的인 活性化 方案을 摸索할 必要性이 增大되어 가고 있다. 따라서本 硏究는 韓國의 體育 行政組織에 있어서 대표적 기관이라 할 수 있는 體育部와 民間主導團體인 大韓體育會의 組織과 機能의 실태를 把握·分析하여 發展方案을 提示하는데 目的을 두고 있다.
體育部 體育行政의 問題點으로는 學校 體育行政機能의 分散, 地方體育行政組織의 弱點과 關聯組織의 分散, 體育行政擔當者의 非專門化 그리고 體育部內 諮問硏究機構의 부족등을 들 수 있으며 이에대한 發展方案으로 學校體育行政의 一元化, 地方體育行政組織의 補强 및 一元化, 體育行政 擔當者의 專門化 그리고 體育部內 諮問硏究機構의 補强등을 提示하였다.
大韓體育會의 問題點으로는 엘리트體育의 偏向性이 지적되었으며 加盟競技團體의 問題點으로는 獨自性의 缺如, 財政自立度의 膽弱 등이 나타났다. 이에대한 發展方案으로 社會體育과 엘리트體育의 竝行, 責任運營制度의 確立, 그리고 財政自立의 確立등을 提示하였다.
體育部와 大韓體育會의 業務規定에 대한 問題點으로는 이들 두 團體들의 과다한 業務重複이 發見되었으며 이에대한 對處方案으로 體育部와 大韓體育會의 役割 再調整을 提示하였다.

다국어 초록 (Multilingual Abstract)

The importance of sports activity has increased in our modern society in the area of individual, Social, and national circumstances. Since sports activity may strengthen personal physical health, and help to get story de corps as well as it may cause to spring awareness of community as a member of a society.
By these practical needs, the government sports polices(should) be considered more systematically, and rationally.
The two main objects of this study are two to make clear many problems awaiting solution in the Ministry of Sports and in the Korea Amateur-Sports Association which are represented as the two central sports administrative body, and to suggest scheme for the development in an administration of the problem of the Sports Ministry are shown in some respects such as dispersed the school sport administrative functions, insert local sports organization, discontralized organization concerned among themselves, not having specialized persons in charge of sports administration, insufficient advisory research installations.
For these reasons this study shows how to unite school sports administrative organs, and to strengthen the local sports organization, and to support advisory research installations.
The problems in an administration The Korea Amateur Sports Association are pointed out in some aspects such as too much bocusing to the sports talents, while the problem in an affiliated sports body have been found in short of one's originality, and a rack of self-sapported financial independence.
So, this study show how to keep abreast between public sports and elite sports, to establish their uniqueness and to ensure financial independence.
Besides, the study indicate that the spo-ts Ministry and the Korea Amateur Sports Association have a lot of overlapping duties each other emphasizing the necessity to read just their roles between two parties.
