북일 국교정상화와 ‘65년 질서’

다국어 초록 (Multilingual Abstract)

This article elucidates the historical significance and issues about DPRK-Japan normalization of diplomatic relations in terms of the Korean Peninsula-Japan relations. The first issues are the ‘Treaty on Basic Relations between Japan and the Republic of Korea’, and DPRK-Japan relations during the Cold War. The Relations Order between the Korean Peninsula and Japan, of 1965 ("65 Order), was closely linked with inter-Korean relations. The second issue is the DPRK-Japan normalization of diplomatic relations negotiations during the post-Cold war. Up to the 2002 DPRK-Japan Pyongyang Declaration, the settlement process of the basic agendas shows the continuity of the "65 Order, but after that the influence of inter-Korean relations on DPRK-Japan relations have weakened. DPRK-Japan relations have their own agenda, such as the "abduction issue" which has been the center of the agenda of normalization of diplomatic relations. Since the 2014 DPRK-Japan Stockholm agreement, DPRK-Japan relations are facing a new situation.
