    철도는 다양한 하부 시스템이 모여서 하나로 기능하는 시스템으로, 매우 복잡한 개별 시스템간 인터페이스가 요구된다. 철도의 운영은 인간과 기계와의 인터페이스에 기반하여 이루어 지기 때문에 철도시스템의 복잡성은 가중된다. 기술이 빠르게 진보하고, 철도 시스템을 이용하는 고객의 요구사항과 수준 역시 고도화되고 있다. 이에 따라 철도시스템을 건설하고
    운영하는데 필요한 요구사항 역시 새롭게 정의되고 관리되어야 할 것이다.
    시스템엔지니어링(Systems Engineering, SE)은 복잡한 시스템의 인터페이스 문제를 전체적 관점에서 제고하고 시스템 전 생애주기(Life Cycle) 동안의 관리방법을 체계화하여 전통적 사업관리(Project Management, PM) 방식보다 개선된 사업관리 기법으로 받아들여 지고 있다. 철도시스템에서도 사업관리의 한 기법으로 시스템엔지니어링이 도입되어 운영되고 있다. 일 예로 한국의 경전철 사업에 SE 용역이 시행되고 있으며, 철도 공공사업의 예비타당성조사시 SE 비용을 고려하도록 관련 지침에 명시되어 있다. 철도시스템 생애주기 관리기법이 SE 개념에 기반하여 철도 사업관리에 적용되었다고는 하나, 건설계획, 시공, 철도운영 등 일련의 과정들은 해당 단계의 이해관계에 의하여 마치 개별 사업처럼 진행되고 있는
    것이 현실이다. 특히, 철도운영의 경우 시공 막바지에 이르러 실질적 개통 준비에 돌입하게 되므로 운영자 관점의 요구사항이 운영 이전 단계에 제대로 반영되지 못하는 절차적 한계를 가지고 있다. 철도 운영의 다양한 요구조건이 반영되지 않고 시공이 마무리될 경우, 운영사에게 차후 시스템을 개선해야 하는 부담을 지울 수밖에 없다. 사업 초기에 세부적인 운영조건(Stakeholder Requirement)을 바탕으로 철도시스템이 설계되고 시공되어야 SE 관점의 사업관리가 제대로 이루어 졌다고 할 수 있을 것이다.
    철도건설 기술기준이 명확하게 제시되어 있고, 상대적으로 운영의 방식이 단순한 경량철도시스템이 체계적인 사업관리를 통해 진행된다면 운영조건을 정의하는 단계가 큰 어려움 없이 진행될 수 있다. 반면, 여객과 화물을 동시에 수송하거나, 구 기술이 적용된 기존선과 연계운영이 필요하거나, 사업관리 경험이 없는 조직에 의해 사업이 관리된다면, 운영조건 정의 단계에 상당한 노력을 기울여야 할 것이다. 그렇지 않을 경우, 시스템 설계를 포함한 다음 단계 진행시 제대로 된 요구사항 전달이 되지 않아 운영에 필요한 철도시스템이 제대로 갖춰지지 못할 것이다. 일 예로 탄자니아에서 시행중인 표준궤도 철도건설 사업(SGR Project) 진행 상황을 살펴보면, 설계 및 시공 계약이 체결된 시점에 철도 운영계획이 제시되지 않아 설계에 필요한 필수조건만 기본 가정으로 정한 후 설계 진행과정에서 운영계획을 정의해 가고 있다. 이로 인해 잦은 설계변경이 발생하고 있으며, 하부 시스템간 인터페이스 확인이 지연되고 결국 시공 지연으로 연결되고 있다.
    SE 접근법을 활용하여 철도시스템 성능을 확보하기 위하여는 철도 계획 단계에 ISO/IEC/IEEE 15288-2015에서 제시한 시스템 생애주기 프로세스 7가지 기술적 절차(Technical Process) 중 첫번째 비즈니스 또는 미션 분석,
    두번째 고객 요구사항에 기반한 운영계획 수립을 제대로 이행해야 할 것이다. 철도시스템은 다른 물품이나 서비스와 차별되는 특성을 가지고 있다. 철도시스템은 서비스 시스템의 한 종류로 다른 서비스 시스템과 연계될 경우 시너지를 더 높일 수 있다. 또한, 공공재로서 이용자에 대해 경계 없는 책임감을 제공해야 한다. 철도 시공단계에는 기반설비의 기능에 초점을 맞춘 생산품 관점으로 사업관리가 이루어지지만, 철도운영단계에는 시장중심, 고객중심, 인간중심에 기반한 서비스 관점의 사업관리가 이루어 진다. 철도시스템 생애주기 동안 사업관리 주체가 바뀌게 되는데, 사업초기 단계에는 정책결정인 정부기관이 중심이 되고, 이후 건설사업 관리청이 업무를 인계 받고, 설계, 시공, 감리 사업자가 여러 건의 계약에 따라 사업을 시행하고, 최종적으로 장기계약의 형태로 운영사업자가 사업 관리 주체가 된다. 각 단계마다 이해 관계자의 관심사항은 명확히 정의되며, 운영사업자의 관심사항과도 상이하다. 따라서, 사업 초기 운영조건이 제대로 제시되지 않으면, 개통직전까지 운영자 관점에서 이를 수정할 기회가 없어 설계 및 시공기준과 실제 운영요건과의 괴리를 막지 못할 수 있다.
    탄자니아 SGR 사업을 통해 운영요구조건이 정의되지 않은 채 사업이 진행될 경우의 문제점을 확인했으며, 이를 개선하기 위해 SE 접근법을 SGR 사업에 접목할 수 있는 방안을 다음과 같이 제시할 수 있다. SGR 사업 시행조직내 SE 담당 조직이 구성되어야 하며, SE 조직에 조정권한을 부여하기 위하여 PM 조직보다 상위 조직으로 배치해야 한다. SE 조직의 구성원들은 충분한 자격과 경험을 갖춘 사람들로 구성되어야 하며, 강력한 리더십을 발휘하는 관리자가 조직을 통솔해야 한다. 조직의 의사결정 과정에 SE 부서의 역할과 기능을 병합하여 실질적인 조직 지배력을 부여해야 한다. 또한, SE 조직의 운영과 업무 수행에 필요한 재정지원을 통하여 SE 업무의 지속성을 확보해야 한다. SE 조직은 시스템 생애주기 관리 프로세스에 기반한 업무를 수행하며, 이 업무의 일환으로 철도운영계획을 개발하고 확정한다. 상세한 운영조건이 반영된 하부시스템 조건에 따라 설계, 시공이 이루어 질 경우 이해관계자간 소통을 돕고 인터페이스 문제해결 시간을 단축함으로써 전체적인 사업 지연 리스크 해소에 기여할 수 있다. SGR 사업은 그간 대규모 철도사업 경험이 없던 탄자니아에 어려운 도전이기도 하고 동시에 기회이기도 하다. SGR 사업을 SE 접근법을 통하여 성공적으로 수행할 경우 탄자니아 뿐만 아니라 르완다, 부룬디 등 주변 국가들의 예정된 철도사업을 위한 사업관리 모델이 될 수 있을 것이다.

    Title: A Study on the System Engineering Process for a Railway Planning

    This study is to review how Systems Engineering (SE) approach is applied to railway projects and how to make SE approach effectively activated for a sake of railway operations.
    A railway is a system in which various subsystems are linked and function as one, and a very complex interface between individual systems is required. Since the operation of a railway system is based on the interface
    between humans and machines, the complexity of the railway system is increased. Technology is advancing rapidly, and the requirements and levels of customer demand using rail systems are also changing. Accordingly,
    requirements necessary to construct and operate the railway system must be newly defined and managed.
    SE improves system management skills compared to the traditional project management (PM) method by improving interface problems of complex subsystems from a holistic point of view and systematizing management methods for the entire system life cycle. In a railway system, SE has been introduced and accepted as a technique for project management. For example, the SE service is being implemented in Korean light rail transit projects, and it is stipulated in a relevant guideline to take SE cost into account in the
    preliminary feasibility study of public railway projects.
    However, although it is said that a railway system life cycle management technique is applied to railway project management based on the SE principle, a series of processes such as construction planning, installation and railway operations are proceeding like individual projects by different
    interests at the respective stages. In the case of railway operations, it is difficult to properly reflect the requirements from the operator's perspective from the starting of project studies to the pre-operation stage at the time of reaching the end of construction and beginning to prepare for actual operations.
    If the construction is completed without reflecting the various requirements of railway operations, it will inevitably place the burden on the operator to improve the insufficient system in the future. Only when the railway system is designed and constructed based on detailed operating requirements identified
    as stakeholder needs at the time of project beginning, the right system to meet the stakeholder need is expected. If the technical standards for railway construction are clearly presented, and a light rail transit system with a relatively simple operation process is executed through systematic project management, the step of defining the operating requirements can proceed without much difficulty. On the contrary,
    in case of heavy haul railways for passengers and freights, if such railways should operate in connection with existing railways, or if the projects are carried out by an organization with no experience in railway project
    management, considerable efforts should be made in the stage of defining operating requirements. If not, a railway system required for seamless operations will not be delivered because such requirements cannot be properly communicated over system life cycle while implementing design and installation.
    Looking at the standard gauge railway project (SGR) in Tanzania, as a case study, a railway operation concept was not presented properly even until the design & build contract was signed. Only the essential requirements which are necessary for design suggested as makeshift measures and determined as work progresses. Because of this, frequent design changes occurred and it resulted in delays of progress.
    In order to secure railway system performance by utilizing the SE approach, firstly business or mission analysis should be done, and secondly operation plans based on stakeholder requirements are properly established.
    These two steps are suggested as first and second steps out of seven steps of system life cycle technical process in ISO/IEC/IEEE 15288-2015. Railway systems have characteristics that differentiate them from other products and services. A railway system is a type of a service system, and synergies can
    be further increased when linked with other service systems. In addition, as a public goods, boundless responsibility for users is given to a railway system. In the railway construction stage, project management is carried out from the perspective of products focused on functions of the infrastructure, but in the
    railway operation stage, project management is carried out from a perspective of service based on market-oriented, customer centered and human behavior oriented business policy. Project managers at each stage are replaced over the system life cycle. In the initial stage of the project, the government agency,
    which is a policy maker, takes a main role, the construction project management authority takes over the role in a later stage, and contractors or engineers for design, construction, and supervision execute the project
    according to separate contracts or agreements. In the last stage, the role is handed over to a railway operator in the form of a long-term contract. At each stage, the interests of the stakeholders are clearly demonstrated and are different from that of the operating entity. Therefore, if the initial operating requirements of the project are not properly presented, there is no opportunity to correct them until the system is delivered, and the gap of systems requirements during design & construction and actual operation may not be
    prevented. Reflecting a railway systems characteristics and SE process on Tanzania SGR case, the project proceeds without defining operational requirements properly, and problems thereupon are identified with various design changes and delayed progress. In order to improve this, application of SE approach may
    intervene in this situation. The SE architecture in the project implementation organization should be formed. The SE unit may need to be in a higher position than that of PM unit to enable SE processes to grab a steering wheel in terms of governance. Team members of the SE unit should be appointed among
    people with sufficient qualifications and experiences, and a team leader with strong leadership should be nominated as a head of the SE unit. The roles and responsibilities of the SE unit should be added to the organization's decision-making process to entitle actual control to the team over managerial
    activities. In addition, the SE unit needs to be supported by continuous funds necessary for operations of the SE organization. The SE team may be composed of exterior experts or internal officials who are trained for project management and system engineering. This organizational change may create a conflict within
    TRC, the project implementing organization, due to resistance from current traditional management processes for a while when the unit launches. Hence consensus building and commitment of stakeholders with shared knowledge of SE principals are required preferentially. The SE team will define stakeholder
    requirements and establish railway operation plans as its assigned mission. This guidance based on SE approach will lead the SGR project without dithering. The SGR project is both a challenge and an opportunity for Tanzania. If the SGR project is successfully carried out with the SE approach, it will be regarded
    as a standard model in planning a railway system in that region and influence over further projects currently planned not only in Tanzania but also in neighboring countries.

Therefore, if the initial operating requirements of the project are not properly presented, there is no opportunity to correct them until the system is delivered, and the gap of systems requirements during design & construction and actual operation may not be
    prevented. Reflecting a railway systems characteristics and SE process on Tanzania SGR case, the project proceeds without defining operational requirements properly, and problems thereupon are identified with various design changes and delayed progress. In order to improve this, application of SE approach may
    intervene in this situation. The SE architecture in the project implementation organization should be formed. The SE unit may need to be in a higher position than that of PM unit to enable SE processes to grab a steering wheel in terms of governance. Team members of the SE unit should be appointed among
    people with sufficient qualifications and experiences, and a team leader with strong leadership should be nominated as a head of the SE unit. The roles and responsibilities of the SE unit should be added to the organization's decision-making process to entitle actual control to the team over managerial
    activities. In addition, the SE unit needs to be supported by continuous funds necessary for operations of the SE organization. The SE team may be composed of exterior experts or internal officials who are trained for project management and system engineering. This organizational change may create a conflict within
    TRC, the project implementing organization, due to resistance from current traditional management processes for a while when the unit launches. Hence consensus building and commitment of stakeholders with shared knowledge of SE principals are required preferentially. The SE team will define stakeholder
    requirements and establish railway operation plans as its assigned mission. This guidance based on SE approach will lead the SGR project without dithering. The SGR project is both a challenge and an opportunity for Tanzania. If the SGR project is successfully carried out with the SE approach, it will be regarded
    as a standard model in planning a railway system in that region and influence over further projects currently planned not only in Tanzania but also in neighboring countries.
