농지이용 특성에 따른 농지관리제도 개선에 관한 연구 - 수도권과 전라북도의 농지를 중심으로 - = A Study on the Improvement of FarmlandManagement System in the Characteristics of Farmland Use - the case of the farmland in the metropolitan area and Jeonlabuk do -

다국어 초록 (Multilingual Abstract)

The purpose on the studying is to analyze farmland use characteristics of the areas that are Seoul and Gyeonggi-do that are a metropolitan area and Jeonlabuk-do that is not a metropolitan area as an case study area, and to show the farmland use and a management direction according to the characteristics. As a result, a decrease ratio of farmland area in metropolitan area was higher than Jeonlabuk-do, and the diversion ratio of the farmland was high, too. However, as for the main grain agriculture area, the ratio of Jeonlabuk-do area was higher than metropolitan area in comparison with a case study area.
The future farmland use and the management system that must be improved based on farmland use characteristics are as follows. First, the metropolitan area is strong in the farmland use character as the part for urban land use. Therefore, it was showed what all the parts about the urban economic part, the part of agricultural production and the part of social environmental benefits must be considered totally in the farmland use of metropolitan area.
It is showed facts that the collective of the farmland is necessary, because of the economy of scale, facts that the support of the government for this is requested in the farmland use of Jeollabuk-do.
Second, It was showed that the possession and a cultivation scale of the farmland for the agriculture must be relaxed.
Third, it was showed that the management according to the type of the farmland is required.
A regional farmland use planning must be established according to the area that reflected the farming actual situation and the opinion of inhabitants.

국문 초록 (Abstract)

본 연구의 목적은 수도권인 서울과 경기도 그리고 비수도권인 전북지역을 사례지역으로 선정하여 농지이용 특성을 분석하고, 그 특성에 따른 농지이용 및 관리 방향을 제시하는 것이다. 분석 결과 수도권지역은 전북지역에 비해 농지면적 감소 비율과 농지전용 면적 비율도 높았다. 그러나 주곡농업 면적은 전북지역이 수도권에 비해 더 높은 특성을 보였다. 이러한 지역별 농지이용 특성을 고려한 향후 개선되어야 할 농지이용 및 관리 제도는 첫째, 수도권은 도시적 용도의 후보지로서의 농지이용성격이 강함으로 농업생산적 측면은 물론 도시경제적 측면과 사회환경적 편익측면도 고려해야함을 제시했다. 그리고 전라북도의 농지는 수도권과 달리 농지이용에 있어서 규모의 경제를 실현하기 위해 농지의 영농 집단화가 필요하며, 이에 대하 정부적 차원의 지원이 필요함을 제시했다. 둘째, 영농을 위한 농지소유 및 경작 규모 완화, 셋째, 농지의 유형별 관리의 필요를 제시했다. 그리고 지역별 영농실태, 주민의사 등을 조사 반영하여 지역별 농지이용계획을 수립하여 무분별한 농지이용이 되지 않도록 해야 함도 제시했다.
