선거/정치연합과 ‘부분체제’-하나의 제언

국문 초록 (Abstract)

이 글은 정치학자 필립 쉬미터의 ‘부분체제’ 개념을 사용하여 바람직한 정치연합의 한 방법을 제시하고 있다. 총선거와 지방선거를 앞두고 정당들 사이에서, 특히 현재 야권의 분절화된 정당들과 여러 운동들 사이에서 정당연합을 시도 하는 것은, 정당의 제도화의 수준이 낮은 한국정치의 한 특징이 되고 있다. “민주 대 반민주” 슬로건은 오늘날 정치연합을 추동하고 정당화하는 중심적인 정치언어와 담론으로 작용하고 있다. 그러나 그러한 담론으로 뒷받침되고 있는 정치연합 노력들은 한국의 사회현실과 괴리된 추상적이고 도덕적인 민주 주의정치관을 부추기고, 다원적 갈등의 표출과 정치적 조직화를 가로막는 부정적 효과를 갖는다. 그러나 정치연합 노력 그 자체가, 대통령중심제하에서 단순다수-소선거구선거제를 갖는 한국정치에서 보수적인 한나라당에 대한 부적절한 대응이라고 말할 수는 없다. 중요한 것은 방법이다. 야권의 중심 정치조직으로서 민주당이 한국민주주의의 전체에서 중요한 하나의 부분체제를 구성하는 노동운동세력과 연합을 형성한다면, 한편으로는 민주당의 사회적 기반을 확대 강화할 수 있고, 다른 한편으로는 한국정치가 ‘노동없는 민주주의’가 아닌 조직화한 노동이 정치과정에서 중요한 플레이어가 될 수 있는 계기를 만들 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

By applying the Philippe Schmitter’s concept of ‘partial regime’ this paper aims to recommend a desirable political strategy toward political coalition among organized political actors in the broadly defined sphere of political opposition. In Korean politics is recurring a phenomenon of political coalition among a number of political parties and movements in the face of the general elections. That is principally caused by a lower level of political parties’ institutionalization. The attempts to make political coalition as supported by the ‘democracy vs. anti-democracy’ slogan as its legitimizing political language have brought about some significant negative effects including the politics being repeatedly ideologized as well as the curbing of articulation and representation of plural sources of social conflicts and of social opinions. Nonetheless, facing the powerful conservative ruling Grand National Party there is a rationale for the coalition making politics in the opposition politics with the plurality cum small district electoral system. The way in which how the coalition is approached and for what purpose it is pursued is important. Under the circumstances the using of the ‘partial regime’ concept is expected to contribute to broadening the social base of the principal opposition Democratic Party on the one hand, and to making the organized labor a significant political player in Korean politics, thereby remedying an important lacuna in Korean democracy, namely ‘democracy without labor’, on the other.
