독일의 문화정책 = 베르린의 문화정책을 중심으로

국문 초록 (Abstract)

본 논문의 목적은 독일의 문화정책을 통해서 베르린의 문화정책을 살피어 보는 것이다. 독일어권에는 문화에 대한 시각이 극렬하게 대비되어 있다. 문화에 대한 긍정적인 시각과 비판적인 시각이 그것이다. 문화에 대한 긍정적인 시각은 문화정책을 지원과 촉진으로 나가게 했으며 문화에 대한 비판적인 시각은 문화재를 보호하고 보존하는 정책을 펴도록 하였다. 게다가 역사적으로 볼 때 지방분권적인 정치배경으로 인해 문화정책은 언제나 지방과 중앙정부로 나누어져서 계획되어 시행되었다. 문화관련 기관도 역시 이원적으로 중앙정부 산하 기관이 있고 지방에서 자치적으로 운영하는 문화단체들이 산재해 있다. 중앙정부는 독일의 정체성 확보, 문화재 보호, 외국에 대한 입장을 대변하는 식으로 문화정책을 수립하고 있으며 지방정부는 지원과 촉진으로 문화정책을 입안한다. 이런 맥락에서 베르린 ‘연정합의문 2006-2011’에 보면 9번째 ‘문화’ 항목에서 안정, 유지, 소통 등의 소극적인 정책이 있는가 하면 개혁, 통합, 지원, 일자리 창출과 같은 적극적인 정책도 있다. 베르린의 문화지원정책은 크게 일반 지원, 국제문화교류 지원, 소수문화 지원으로 나뉘어 있어서 문화 지원의 방향이 정해져 있음을 알 수 있다. 하지만 독일 베르린이 국제화 시대에 더 적극적으로 문화정책을 펴야만 베르린 문화 전통이 살아나고 선도적인 문화 도시로 발전할 것이다. 그러기 위해서 이민자 문화프로그램 촉진, 문화교육 강화, 세계문화의 이해와 소통촉진 등이 문화정책 입안 시 고려되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study investigates the culture policy of Germany, especially focused on the case of Berlin. The perspective of culture in Germany is contrasted severely as progressive and conservative. The progressive view toward culture has supported and promoted the culture policy, while the negative perspective has reinforced the protection and preservation of cultural properties. In addition to the decentralization system in Germany, the culture policy was enforced by central and local government. Cultural institutions are also divided into central government-affiliated organization and local self organization as the binary government system. The central government established the culture policy by securing identity, protecting cultural assets, and representing the position of foreign countries. On the other hand, local self-government formed the culture policy by support and promotion.
Culture policy in Berlin also follows the above division. The ninth article in ‘koalitionsvereinbarung 2006-2011’, passive policies are recorded such as stability, maintenance, and communication as well active policy are documented as reformation, combination, and job creation. The culture supporting policies in Berlin is subdivided into general support, international exchange support and minority culture support which give a positive consideration to decisive supporting system. However, Berlin has to conduct more active policies in an era of internationalization to save the culture and traditions and to develop as a city of leading culture. To do that, promotion of immigrant culture program, culture training reinforcement and policies of world culture understandings should considered when the policy is formulated.
