보육교사 근무환경에 대한 행정적ㆍ재정적 지원 만족도 및 요구 = A Study on Administrative ․ financial Support Satisfaction and Demand of Day care Teacher’s Working Environment

국문 초록 (Abstract)

  본 연구의 목적은 보육교사들의 근무환경에 대한 행정적ㆍ재정적 지원 만족도와 요구를 파악하고 분석하기 위한 것이다. 이를 통해 보육교사의 근무환경에 대한 개선방안을 모색하고, 나아가 보육교사의 질 향상을 위한 보육정책 수립에 필요한 기초자료를 제공한다는 데 있다.<BR>  강원도내 보육교사 549명을 설문조사를 한 결과 첫째, 보육정책에 대한 만족도는 영유아 보육을 위한 정부지원과 국공립 보육시설 설치, 다양한 특수보육의 운영 지원, 보육시설과 지역사회 연계에 대한 행정적 지원 등에는 만족한 반면, 정부의 보육정책 전반(차등보육료, 기본보조금, 평가인증제, 보육 등)과 행정기관의 보육시설 관리 감독, 민간보육시설의 지원에 대해서는 불만족하는 것으로 나타났다. 둘째, 행정적ㆍ재정적 지원 만족도는 근무여건, 자질 향상, 급여, 초과근무수당, 대체교사제도, 근무시간, 법정 휴가기간, 재교육, 보육 공무원, 보육 시설장 등에 대해서는 불만족하였으나, 보육교사 경력에 따른 호봉승급은 만족하는 것으로 나타났다. 셋째, 행정적ㆍ재정적으로 지원 요구는 지도감독의 강화를 가장 요구하는 것으로 나타났으며 그 다음으로 보수교육기회 확대, 교수자료 제공, 보육담당공무원의 전문성 확보, 보육행정의 전산화순으로 나타났다.

다국어 초록 (Multilingual Abstract)

  This research is to understand and analyze administrative？financial support satisfaction level and demand of working environment, investigated on 549 caregivers. Through this, the ultimate purpose of this research is to grope for improvement scheme of caregivers’ working environment, and moreover, to provide fundamental data which is necessary to establish child-care policy in order to improve quality of caregivers.<BR>  As result of the research, first, as we have examined satisfaction level of child-care policy, caregivers were satisfied with policies such as government support for infant child-care, installment of national？public child-care facilities, management support of various special child-care, and administrative support for connection between child-care facilities and local communities. However, they were dissatisfied with policies such as the general government child-care policy(differential child-care charges, general subsidy, valuation certification system, child-care etc), supervision of child-care facility management and support to private child-care facility.<BR>  Second, as we examined the satisfaction level of administrative？financial support, the caregivers were dissatisfied with given condition of work, quality improvement, their wages, overtime allowance, alterative teacher system, working hours, terms of legal holiday, retraining, government child-care employee and child-care facility, however, they were satisfied with the promotion of salary class by career of caregivers. Third, as we examined the demand of administrative？financial support, they mostly demanded consolidation of direction？supervision, and then they demanded administrative？ financial support in order of extension of conservation education, providing teaching data, secure professionalism of government employees whose in charge of child-care system, and computerization of child-care administration.
