한국과 프랑스의 대(對)아프리카 문화정책-비교와 전망 = Korea and France's Cultural Policies towards Africa: A Comparison and Outlook

국문 초록 (Abstract)

아프리카는 세계에서 젊은 인구가 가장 많은 대륙이자 유동 자원이 가장 풍부한 지구상의 마지막 블루오션으로 불린다. 2024년 ‘한-아프리카 정상회의’를 계기로 한국에서 아프리카에 대한 국가적 국민적 관심이 높아진 것은 사실이지만, 여전히 아프리카는 우리에게 부정적 이미지가 강한 미지의 대륙으로 남아 있다.
본 연구는 현대 아프리카의 문화적 혼종성과 역동성에 주목하며, 한국과 프랑스의 대아프리카 문화정책을 비교문화적 관점에서 고찰하였다. 한국과 프랑스는 각각의 독특한 역사적 경험에 따라 대아프리카 문화정책을 발전시켜 왔다. 본 연구는 외교부를 비롯한 주요 공공기관을 중심으로 대아프리카 문화정책의 역사적 전개 과정과 정책 기조를 비교 분석함으로써, 한편으로 글로벌 시대에 대아프리카 문화정책의 나아갈 방향을 모색해 보고, 다른 한편으로 한ㆍ아프리카 간의 문화를 통한 지속 가능한 상호 파트너십 구축을 위한 미래의 정책 방향을 제시해 보았다. 프랑스는 식민지 시대의 유산을 바탕으로 아프리카와의 문화적 관계를 재정립하고 있으며, 2017년부터 ‘평등한 동반자 관계’를 목표로 설정하고 있다. 한국은 아프리카를 자원 시장으로만 보는 시각에서 벗어나, 프랑스의 ‘평등한 동반자 관계’ 정책을 참조하여 문화적 상호이해에 기반한 ‘평등’, ‘존중’, ‘상생’의 동반자적 문화정책 수립이 필요하다.

Africa is often described as the continent with the youngest population, the last blue ocean on Earth with the most abundant untapped resources, and the continent with the most vibrant cultural hybridity and dynamism. While the ‘2024 Korea-Africa Summit’ has indeed heightened national and public interest in Africa within Korea, Africa still largely remains a continent of mystery with a strong negative image among Koreans.
This study focuses on the cultural dynamism of Africa, aiming to illuminate the historical development of Korea and France's cultural policies related to the continent. It seeks to compare and analyze the policy orientations of major public institutions, such as the Ministry of Foreign Affairs. The primary goal of this research is to understand the historical background and current status of Korea and France's cultural policies towards Africa. Although the historical context is completely different, France's effort to redefine its relationship with this continent through culture offers us significant insights. Having moved away from its imperialistic past, France has since 2017 promoted an ‘equal partnership’ policy goal. It is time for us to establish a cultural policy based on mutual understanding, equality, respect, and co-prosperity.
