북한 핵개발 실태와 대외정책 = Current North Korean Nuclear Development and Its Foreign Policy

다국어 초록 (Multilingual Abstract)

The strongest international sanctions on North Korea is continuing unleashed by the 4 th nuclear test in January and long range missile launch in 2016. This is resulted from international consensus that North Korean nuclear issue cannot be solved by existing resolutions. North Korea’s nuclear and missile threat is ahead of upcoming crisis situation to us. In this circumstance, it is necessary to thoroughly examine the current North Korean nuclear development and also analyze its foreign policy as appropriate countermeasures should be correctly considered.
We cannot verify exact capability of North Korean nuclear and missile. It can only be assumed that North Korea secured considerable amount of nuclear materials through erstwhile nuclear tests and developed miniaturization and weight reduction of the nuclear warhead.
While in case of long-range missiles, it seems not to seize re-entry technology of the nuclear warhead yet, but to reach a level to load them in the Rodong missiles. As a result, we need to prepare the countermeasures on the assumption that North Korea has secured the capability to directly strike us.
North Korean foreign policy seems to be related to South Korea revolutionary line.
Among three revolutionary lines, it is abusing the nuclear development for strengthening international revolutionary capabilities. North Korea insists that its nuclear development is just a means of self defense against US hostility against it and in order to resolve the fundamental problems, North Korea-US peace treaty should be signed, US Forces in Korea should be withdrawn, and ROK-US combined training should be discontinued.
Nevertheless, US demands denuclearization prior to all other options. North Korean foreign relations not only with South Korea but also China, Russia, Japan and so on are on the skids.
South Korea is directly connected to North Korean nuclear issue. We should realize the error of our understanding on North Korean nuclear issue and do all our best to induce its regime change.

국문 초록 (Abstract)

금년 1월 북한의 4차 핵실험과 이어진 장거리미 사일 발사를 계기로 국제사회의 초강수 대북제재가 이어지고 있다. 이는 그동안의 접근방법으로는 북핵 문제를 해결할 수 없다는 공감대가 형성된 결과이 다. 북한의 핵·미사일 위협은 우리에게 코앞으로 다가온 위기상황이다. 이런 상태에서 북한의 핵개발 실태가 과연 어느 정도의 수준인지 살펴볼 필요가 있다. 북한의 대외정책은 어떤 형태로 전개되고 있는지에 대한 분석도 필요하다. 적절한 대응방안을 강구할 필요가 있기 때문이다.
북한의 핵·미사일 역량은 정확하게 검증된 바는 없다. 그동안 핵 활동을 통해 상당량의 핵물질을 확보하였고, 핵탄두의 소형화 경량화 수준은 발전한 것으로 보인다. 장거리 미사일의 경우 탄두 재진입 기술은 아직 확보되지 못한 것으로 보인다. 하지만 스커드, 노동미사일에 탑재할 수준은 이른 것으로 보인다. 결국 우리를 직접 타격할 수 있는 역량은 확보했다는 전제로 대응책을 마련해야 한다.
북한의 대외정책은 남조선혁명노선과 관계가 있어 보인다. 3대혁명역량 강화 노선 중에서 국제혁명 역량 강화 차원에서 핵개발을 악용하고 있다. 자기 들의 핵개발은 미국의 대북적대시 정책에 대한 자위적 차원이라면서 문제 해결을 원한다면 북한과 미국간 평화협정을 체결하고 주한미군 철수와 한미연합 연습의 영구 중단을 요구하고 있다. 이에 미국은 비핵화를 우선 요구하고 있다. 북핵문제로 인해 남북 관계는 물론, 대중, 대러, 대일관계 등 북한의 대외관 계는 악화일로에 있다.
북핵문제의 직접 당사자는 바로 우리이다. 북핵 문제 해결을 위해 우리 인식을 반성하고 가용한 모든 수단을 동원하여 북한정권의 변화를 유도해야 한다.
