유급제 이후 기초의원에 대한 의정활동의 현황분석 = Analysis of the District Council’s Legislative Activities since the Stipend System: focused on Citizen's Perspective of Seoul Eunpyung-gu

국문 초록 (Abstract)

본 연구에서는 유급제 이후 기초의회의 의정활동에 대한 실태와 문제점을 다루고 있다. 유급제 이후 기초의회의 의정활동이 어떤 변화와 영향을 주었는지, 서울시 은평구 의회를 중심으로 분석하였다. 그 결과에 의하면 현재 서울시 은평구 기초의원의 의정활동은 전문적인 영역에서 질적 개선과 양적 변화에 큰 영향이 없는 것으로 나타났다. 그럼에도 불구하고 기초의회는 원활한 의정활동을 위해서 집행부로부터 의회운영에 필요한 인사 자율권을 강력히 요구했다. 특히 유급제 이후 기초의원의 정당 공천제가 순수한 지역정책을 추진하는데 많은 제약요인으로 평가되었다. 그 이유는 기초의원이 지역정책이나 정책개발보다 중앙당 및 지역구 국회의원에 충성함으로써 차기 공천을 받는데 유익한 것으로 보고 있다. 따라서 기초의회에서 의정활동의 개선은 법·제도적 권한의 보장을 통한 역량강화, 전문성 확보, 전문위원제도의 활용, 지역주민의 감시와 평가, 정당공천제의 폐지, 그리고 교육프로그램 개발 등이 필요한 것으로 분석되었다.

다국어 초록 (Multilingual Abstract)

This study addresses the conditions and problems related to the district council’s legislative activities since the stipend system. Essentially, it analyses the changes and influence made by the district council’s legislative activities since the stipend system, with the council of Eunpyung-gu as the main focus. Results of the analysis show that there are no significant influences according to the members of the Eunpyung-gu’s district council. Nevertheless, in order to have smooth legislative activities, the district council strongly demands the autonomy required for parliamentary management, as starting from the executive branch. Especially, since the stipend system, the political party recommendation of councilmembers was evaluated as setting many restrictions on the promotion of the pure regional policy. For this reason, rather than focusing on regional policy or policy developments, loyal tytowards central party or regional party members proved to be more advantageous for council members in gaining nomination. Therefore, improvements on the district council’s legislative activities need to be made through the guarantee of law. Institutional rights on the strengthening of capability, the security of professionalism, the use of the professional committee system, the surveillance and evaluation of local residents, the abolishment of political party recommendation and the development of education programs.
