경찰 문제행동과 시민의 법준수인식간 영향관계- 법냉소주의의 매개효과- = Effective Relation to Perception of Police Misconduct and Compliance of Law for Citizen: Mediated Effect of Legal Cynicism

Based on the importance of securing legitimacy for the police pursued in the procedural justice model, the study identified the factors that police misconduct and citizen's legal cynicism which may lead to lack of legitimacy for the police, and the factors that affect the perception of complaince of law. Through prior research, police legitimacy is a factor that raises citizens' complaince of law and thus establishes a hypothesis that policing and cynicism which have been cited as negative factors in establishing legitimacy for police, will have an impact on the perception of compliance of law. The analysis results are as follows: First, the police behavior problem was cynicism, identified as a factor to increase the law. Second, the police action problem is the citizens 'awareness shown to have a negative impact on compliance of law. Third, the law recognition shown to have a negative impact on compliance with the laws of its cynicism. Finally, the study showed that legal cynicism has a medial effect in the negative impact of policing on citizens' compliance of law. Through these analyses, individual police officers came up with suggestions such as the need for a more systematic and realistic education to comply with the proper procedures in enforcing the law, and the preparation and supplementation of policies for the police to communicate and approach the people in a friendly manner.

국문 초록 (Abstract)

이 연구는 절차적 정의모델(모형)에서 추구하고 있는 경찰에 대한 정당성 확보의 중요성에 착안하여, 경찰에 대한 정당성 확보를 결여시킬 수 있는 요인인 경찰 문제행동과 시민의 법냉소주의를 선행요인으로 하여 법준수 인식에 미치는 영향요인을 파악하였다. 선행연구들을 통해 경찰 정당성은 시민의 법준수 인식을 제고하는 요인임을 확인하였고, 이를 통해 경찰에 대한 정당성 확립에 부정적 요인으로 지목된 경찰 문제행동과 법냉소주의가 법준수 인식에 미치는 영향이 존재할 것이라는 가설을 성립하였다. 구조모형 분석을 통해 연구가설을 검증하였고, 분석결과는 다음과 같다. 첫째, 경찰 문제행동은 법냉소주의를 증가시키는 요인으로 확인되었다. 둘째, 경찰 문제행동은 시민의 법준수 인식에 부정적인 영향을 미치는 것으로 나타났다. 셋째, 법냉소주의는 시민의 법준수 인식에 부정적인 영향을 미치는 것으로 나타났다. 마지막으로 경찰 문제행동이 시민의 법준수 인식에 미치는 부정적 영향에 있어 법냉소주의가 매개효과가 있는 것으로 나타났다. 이와 같은 분석결과를 통해 경찰 개개인에 대해 법을 집행함에 있어 적정절차를 준수할 수 있도록 보다 체계적이고, 현실에 맞는 교육이 필요성과 경찰이 국민과 소통하고 친근하게 다가갈 수 있는 정책 마련 및 보완 등의 시사점을 도출하였다.
