    This study focuses on the issues regarding the insignificant effects of
    housing improvement projects due to lack of determination among
    residents. To address the problem, the present study examines the
    consciousness of inhabitants in the area of housing improvement and their
    evaluation on residential environment based on a questionnaire survey. As
    a result, the following conclusions have been reached through the analysis
    in this study:
    1) In terms of housing improvement projects, agreement and
    disagreement rates are similar. Also, respondents prefer moving in
    apartment houses or single family houses within five years once they join
    the project. Further, it is temporary housing and low-interest loans that
    they demand more than anything else.
    2) Regarding the satisfaction with housing area, such neighborhood
    factors as relationship with neighbors, kindness of residents in the
    neighborhood, and cohesion among residents were found highly satisfactory,
    while the safety factors including fire, crime and traffic accident prevention
    facilities turned out very dissatisfactory. The results indicate that satisfaction with housing area will rise if the safety factors are improved.
    3) In addition, as those who want to live in housing area are highly
    satisfied with houses and convenience while their satisfaction level is low
    in neighborhood and safety factors, it is necessary to raise the level of
    neighborhood and safety aspects so that existing communities among
    inhabitants will not fall to pieces.
    4) Concerning the necessity of facilities, it was found that most of
    facilities except joint work-places, welfare centers and child-care centers
    are needed. Above all, roads, water supply and sewage systems, footpaths,
    and bathing facilities are required more than anything else. In particular,
    respondents are more willing to join housing improvement projects if roads
    and footpaths are repaired, which accounts for the correlation between
    infrastructure maintenance and the consciousness over improving housing
    environment.
    5) With regard to the correlation between the satisfaction with housing
    area and the infrastructure, there is a positive correlation with the
    convenience of housing and the footpaths, that is, the more they are
    satisfied with the convenience of housing area, the more they demand
    footpaths. By contrast, there is a negative correlation with the safety and
    the roads in housing area, so the more they are dissatisfied with safety in
    housing area, the more they need roads.
    6) It was found that respondents are hardly dissatisfied with the
    infrastructure except roads. In fact, roads were found very dissatisfactory.
    This implies that to raise the satisfaction level with housing area, it is a
    must to deal with the dissatisfactory aspects in relation to roads, and that road maintenance is a prerequisite task for housing environment
    improvement projects.
