    This study was initiated from the concern that policies and services designed to alleviate the challenges faced by the rapidly increasing population of young single-person households have not achieved substantial effectiveness due to low levels of awareness and utilization. To deeply explore perceptions of service non-take-up among young single-person households and to identify their typologies, the Q methodology was employed. Thirty-five young single-person household participants were asked to sort statements, through which subjective perception types were derived.
    The results revealed four distinct types of perceptions regarding service non-take-up among young single-person households: ① Service access–disadvantaged groups: Individuals frustrated by informational and psychological barriers to accessing information and participating in policies, emphasizing the need for more diverse access channels. ② Service dissatisfaction withdrawal group: Those who experienced repeated disappointment after utilizing policies and call for enhanced policy expertise and professionalism. ③ Tailored Design Demand Group: Participants who express a strong need for safety and privacy protection, advocating for more customized policy designs. ④ Administrative Requirement Improvement Demand Group: Individuals who forgo service use due to complex procedures and eligibility criteria, highlighting the need to simplify administrative requirements.
    The study finds that, in order to address the non-take-up of services among young single-person households, it is necessary, first, to go beyond existing customized services and segment the target groups from a new perspective; second, to lower the thresholds at each stage of the policy supply process while concurrently designing professionally crafted measures; and third, to establish a social consensus on support for single-person households along with a sustainable policy framework to underpin such support.
