위기에 처한 러시아․ 중국 소수민족의 언어 상황과 보존 방안: 튀르크벨트를 중심으로

국문 초록 (Abstract)

글로벌 경제 시대를 맞이하여 유라시아 튀르크 국가들의 중요성이 부각되고 있다. 유라시아 대륙의 튀르크 국가들은 자원 부국으로 21세기에 재편되고 있는 국제무대에서 정치적, 경제적 신흥강국으로서 자리 매김을 하고 있다. 또한 이들 지역은 석유, 석탄, 천연가스 등 엄청난 양의 천연 자원을 보유하고 있다. 따라서 21세기 에너지 시대에 튀르크벨트는 우리에게는 경제 전략적으로 매우 중요한 지역이다. 이 지역을 이해하고 진출하는데 정치 및 경제 관련 연구도 중요하지만 의사소통 뿐 아니라 튀르크 민족의 정체성과 문화를 반영하는 언어적 접근도 핵심 요소로 작용한다. 그러므로 이 지역을 다룰 때 바시키르어와 출림(타타르)어과 같은 투르크 벨트의 소수민족 언어의 상황을 연구하는 것은 좋은 출발점이다.
그러나 유감스럽게도 '유네스코의 위기에 처한 세계 언어 지도(UNESCO Atlas of the World's Languages in Danger)'는 세계의 많은 언어가 멸종되거나 멸종 위기에 처하고 있다는 우울한 진단을 내리고 있다. 본 논문은 절멸 위기에 처한 소수민족어에 대한 ‘유네스코의 위기에 처한 세계 언어 지도’, 유네스코 보고서인 ‘UNESCO Red Book on Endangered Languages: Northeast Asia’ 그리고 바흐찐(Бахтин)의 ‘언어 생명도 분류법’을 통해 튀르크벨트 민족들이 보유하고 있는 언어의 위기 상황을 분석하여 튀르크족을 이해하고 그들의 문화적 다양성을 유지하도록 함으로써 그들과 상호 소통할 수 있는 문화적 인프라 환경을 조성하는 것이다. 나아가서 이러한 문화적 인프라 구축사업을 통해 한국과 튀르크벨트 민족 간의 정치·경제적 협력을 증진하는 효과까지 기대할 수 있다.
본 연구의 1년차 연구내용은 ‘튀르크벨트 소수민족어의 언어학적 배경과 문법적, 형태·통사론적 비교’와 ‘절멸 위기에 처한 소수민족어에 대한 언어 생명도 분석 기초자료 수집’이다. 이를 위한 연구의 구체적인 계획 내용은 다음과 같다.
i) 튀르크벨트 소수민족어의 언어학적 비교에 관한 국내외 기관과 도서관 등에 소장된 자료 및 정보 수집.
ii) 튀르크벨트 언어 생명도 분석을 위한 기초 자료 수집. 취합된 자료를 바탕으로 세미나 발표 추진. 종합적인 연구 방향 완료.
iii) 언어 생명도 분석 자료를 수집하여 전문가와 연구자의 자문을 받음. 튀르크벨트 소수민족어의 언어학적 비교에 관한 자료 수집 완료.
iv) 튀르크벨트 소수민족어의 언어학적 비교에 대한 논문 작성 준비. 언어 생명도 분석 기초자료 수집 완료.
v) 튀르크벨트 소수민족어의 언어학적 비교에 대한 논문 완성.

다국어 초록 (Multilingual Abstract)

In the global economic era, the importance of Eurasian and Turkic countries has been highlighted. The Turkic countries of the Eurasian continent are resource-rich regions and are becoming a political and economic emerging power in the international arena that is being restructured in the 21st century. Moreover, the relationship between Korea and Turk Belt region in Russia & China becomes even more important in the energy era. While political and economic studies are important to understand and advance into this region, linguistic communications that reflect the identity and culture of the Turkish people are also key factors. Therefore, it is a good starting point to research the situation of the minority languages in Turk Belt such as Bashkir and Chulym (Tatar) when dealing with the region.
Unfortunately, ‘UNESCO Atlas of the World’s Languages in Danger’ presents a depressing picture that many of the world’s languages have been extinct or are on the verge of extinction. This study is based on ‘UNESCO Atlas of the World’s Languages in Danger’, ‘UNESCO Red Book on Endangered Languages: Northeast Asia(UNESCO report)’ and Bachtin’s ‘Language Life Classification of Russian Minority Language’.
