시ㆍ도교육청평가의 개선 방안 연구|RISS 상세보기

국문 초록 (Abstract)

이 논문은 교육기관의 운영과 통제를 거버넌스(Governance) 관점에서 새롭게 탐색해보려고 한다. 거버넌스를 ‘통치’작용으로 규정할 때 정부에 의한 통치 이외에 다른 요인에 의한 ‘협력적 통치체제’를 새로운 거버넌스로 보는 신공공행정론(New Public Management)의 관점에서 현행 시ㆍ도교육청평가의 문제점을 살피는 한편, 시ㆍ도교육청평가 방식의 적절성 문제를 검토하고, 시ㆍ도교육청평가의 개선 방안을 제시하고자 한다. 개선방안은 ‘시ㆍ도교육청평가의 기본 방향 재설정’과 ‘시 ㆍ도교육청평가 제도 개선을 위한 과제’로 나누어 제시하였다. 이 연구는 신공공행정론의 관점에서, 시장의 통제기능을 제고하는 방향으로 시ㆍ도교육청평가의 방향을 설정하였다. 이에 따라 첫째, 시ㆍ도교육청이 책임져야 할 성과에 대한 평가, 둘째, ‘지역교육의 수준과 과제’에 대한 실상을 파악할 수 있는 정보 제공, 셋째, 선의의 경쟁을 유도하여 지역교육의 질적 수준 향상을 도모하는 것으로 기본 방향을 설정하고 있다. 시ㆍ도교육청평가의 개선을 위한 과제로서, 평가 목적에 대한 재점검, 지방교육혁신 조장형 평가모형의 탐색, 시ㆍ도 교육청 참여형 평가과정의 설계, 평가항목과 평가지표 체계의 재검토, 평가시기 조정, 평정과 함께 교육수준과 상황분석 연구 병행, 고객만족도 평가 개선, 평가담당조직의 재구성 등을 제시하였다.

다국어 초록 (Multilingual Abstract)

Since 1996, "The Evaluation Program of Provincial Board of Education" has been administered by the Ministry of Education. This paper intends critically review the evaluation program of EP-POE conducted in 2006. EP-POE was designed to check the accountability of Provincial Board of Education when the central government(Ministry of Education) began to implement the extended 'Local Autonomy of Education Program' in 1996.
In implementing EP-POE, contrary to the general objectives Evaluation Program of Provincial Board of Education, the evaluation has resulted in controlling the work of Provincial Board of Education with the narrowly-detailed evaluation indicators, discouraging creative approaches to the developmental tasks of Provincial Boards of Education. Based on the close-observation of the case of the Evaluation administered in 2006, this paper suggest to change the perspectives of Evaluation program of Provincial Board of Education and proposed eight points tasks for the improvement of the evaluation program in the future.
