한반도 신평화구상과 남북관계

국문 초록 (Abstract)

한국의 이명박 대통령은 “비핵, 개방 3000”이란 대북 정책을 계속해서 내세우며 2009년 8월 15일 광복절 64주년 행사 개회사에서 “한반도 신 평화구상”을 실시하겠다고 하였다. 이 신구상은 당시 남북의 긴장 관계를 완화하기 위한 임시적 정책이 아니라 대북정책의 기초였다. 이명박 대통령은 김대중 전 대통령의 정치적 틀에서 벗어나 새로운 한반도 대화체제를 수립하고자 하였다. 이러한 정치대화 방식으로 한국주도의 형세를 만들고자 함이다. 이 글에서는 신구상이 제시된 배경과 내용, 그 특징과 의도 그리고 그 전망에 대해 분석할 것이다.

After presenting conception of "enucleated, open, 3000", President Lee Myung-Bak. put foreword a new peace Conception of Korea Peninsula In the 64th anniversary speeches on August 15th 2009. This new peace Conception is not an expediential policy to ease the tensions between the South Korea and North Korea, but the core of the Policy toward North Korea. Lee Myung-Bak tried to get rid of political framework of Kim Dae-jung, and set up a new dialoguemechanism in order for creating a posture which is dominated by North Korea.
