This study aims to suggest the alternative plans to the domain of sports policies based on the analysis of literatures to cite the efficiency of policies and organizations in sports, by generating the analysis of background for the establishment of laws and its purpose with spotlight on legal interests and relationship in sports policies of past governments as they have been under the change in action.
Sports policies in Korea should have its historical perspective to its motivation in code 1146 in 'Laws for National sports Promotion' on Sep.17,1962, in Park Jeong Hee Government, 3rd Republic of Korea, which has been established for grounding the development of sports policies in the frame of national plan of economic development.
'Laws for National sports Promotion', as totally reflective laws of sports policies in Korea, is for operation, suggestion, management, and monitoring of every aspects of sports as its command of operation is to President's authority while its codes of conduct is for Minister of the ministry of culture, sports and tourism is very powerful and responsible as its ministry is operator of laws and President's authority of operative conduct.
It is considered that governmental centric sports policies in Korea has had positive and operative efficiency in its conduct by its own political system.
This study therefore is to suggest alternative plan as below because the sports policies should be predicted and established in future oriented perspective.
First, at this turning point for 21st century, if future oriented sports policy be established for the formation of policy led by non-governmental people and local self government, the trend of government policy should be for the composition and establishment specific to self-governed locality.
It is considered that regulations in sport area should be moderated for diversity, specialty, locality. That is to say, in case of importing ocean and water sports, winter sports, and aviation sports, the legal establishment for nature and eco friendly alternative plans for local sports should be set up.
It is also considered that the government should set Gangwon province apart specially as active area for Winter Olympic Games as Korea has failed to invite it two times. And it is suggestive that the infrastructure for upbringing ocean leisure sports in local governmental province nearing ocean such as Busan city, should be related to the plan of establishing local sports regulations in total system of daily sports for citizen's leisure and health.
Second, Government-centric sports administrative organization should be changed into the business structure of civil sports groups in self-control and independence with its integration of structural change of sports administration.
That is to say, structural sports administration driven by government strongly motivated by President should be integrated with its structure of self-governed by civil sports groups for effective sports administration.
The exemplary model of it could be that Korean Olympic Committee takes the representation of Korean sports, and Korean sports Committee activates the professional and school sports with the strategy of policy development, while the existing committee for sports in daily life would operate the sports of the nation.
Third, it should be pursued that financial solution and independent marketing of business for sports organizations should be grounded in establishing policies.
Korean Olympic Committee could refer to American sports policies for its good model of its independent finance. It is needed for Korean sports Committee and The Committee for Life sports to create the program for the nation and supply the facilities for athletes and civil sportsmen.
Fourth, facilities for the nation's health should be consistently established by reserving the sports expenses. Even though the facilitating for sports has been well developed from first to third phase in its initiation on 1990, the policies for upgrading the financial resources for sports and searching for new venture business of Seoul Olympic Sports Promotion Foundation(SOSFO), which is supplying the fund for sports activities, to reach the level of sports facilities of advanced nations.
Middle and long term-based policies for doubling the reserving fund is needed to be set up by turning the outsourcing business structure of TOTO and LOTTO of Public Cooperation for sports Promotion into direct managerial scheme.
Fifth, as Cham-Yeo Government established the laws for the promotion of sport-industry, new business related to the laws has been activated to result in invaluable profit of adding value through Olympics and Worldcup, which proved the efficiency of the laws promoting the development of the national industry.
Therefore, it is considered that there should be the plan for the support and active method for taking policies because the production of sport goods, promotion of brands and sport service will create the profit worldwide.
Finally, it is considered that the Tae-Kwon Do business on global scheme should be initiated as it can promote the Korean culture and spirit worldwide. First of all, as we can assume the number of 7,000 thousand in the 188 nations practice Taw-Kwon Do when Cham-Yeo Government established and announced the laws for promoting Tae-Kwon Do practice and Tae-Kwon Do Park, this business should be on the phase of the national industry of culture and tourism, which can create the added value in the future.
