    Government and market all have weaknesses, government failure and market failure, for community development. To correct these weaknesses, positive partnership has to be formed between local governments and local NPOs. We must accomplish social and economic development together by this partnership.
    Compared with different industrialized countries, local NPO activities started late in modem korean society. So they are short of human resources and have financial problems. Central and local Government must try to enlarge the support for their working expenses, vary the support methods, and extend information exchange. Specially it is very important for government to help NPOs, so that they have NPO Center buildings.
    Also, government must investigate business activities and finance of NPOs periodically, and control illegality.
