In 1977, when Park Jeong-hee emphasized loyalty-filial piety in the new year inspection tour to Ministry of Education, the principle of loyalty-filial piety spread not only in the educational world but also in society as a whole. Loyalty-filial piety was promoted as our own ideological tradition. However, the study of the history of Korean thought at that time was at a rudimentary level, and the emphasis on loyalty and filial piety was based on the Japanese Empire organized ideology of Korean Confucianism and Hwangdo Confucianism(皇道儒敎). Park Jong-Hong tried to reconstruct the history of Korean thought, but he was still unable to escape the logic of Japanese colonial ideology. Park Jong-hong's argument was generally accepted and became the academic background for emphasizing loyalty and filial piety as a policy revival.
Loyalty-filial piety was generally recognized as a revival of the Confucian tradition, but as a modernized society, the Confucian tradition alone could not spread socially in Korea. Kim Hyung-hyo reinterpreted loyalty-filial piety as an ideology that emphasizes social authority and hierarchy by grafting it with Western thought. His argument spread to social ethics with the background of the Saemaeum movement(새마음운동) led by Park Geun-hye and the policy support for loyalty-filial piety. This was a political response to the spread of the people's movement in the 1970s, and through this, it was intended to create a vertical ruling order of rank and subordination contrary to social equality. Loyalty was emphasized in school education until the 1990s, and the traces still remain today.
