    The purpose of this paper is to analyze the situation of educational development for primary school girls’ focusing on sub-Saharan African countries and to explore ways to improve its participation strategies based on the analysis results. For this, we carried out the correlation analysis among the selected variables such as the adjust net enrolment rate, the cumulative drop-out rate to the last grade, the gross intake ratio(graduation ratio) to the last grade, and Gender Parity Index(GPI) by using UNESCO Statistic data with SPSS 22.0. Also, the Independent t-test was performed to compare boys and girls’ achievement test scores of math and reading in the sub-Saharan African 15 countries. Major results were as follows: First, the primary girls enrolment rate in sub-Saharan Africa is increasing and the gender gap has been gradually narrowed. Second, the rise in enrollment rate of girls(r=.972, p=.000) is associated with improvement of GPI(r=.370, p=.000). Third, the rise in graduation rate of girls is associated with improvement of GPI(r=.425, p=.024). Fourth, the rise in enrollment rate of girls did not affect both their reading and math level change. This research suggested that primary school girls in sub-Saharan Africa need institutional support to continue learning and to complete it successfully and educational support to improve the quality of learning outcome.
