개화파의 공공성 논의 = Korean Reformists’ Arguments for Publicness in the late 19th Century: ‘Constitutional Sovereign’ and ‘Public Mind’

국문 초록 (Abstract)

한국 사회운동사와 관련된 공공성 연구는 주로 ‘동학’과 ‘독립신문’을 중심으로 이루어졌다. 그 중 독립신문의 공공성과 관련된 연구는 근대적 공론장형성에 대한 연구가 주를 이루고 있다. 그러나 독립신문의 내용 및 당시 개화파의 주장을 분석해 볼 때 공공성과 관련하여 ‘공치’와 ‘공심’ 개념을 주목해 볼 필요가 있다. 공공성 확립과 관련하여 개화파는, 왕에게는 ‘공치’를, 백성에게는 ‘공심’을 촉구했다. 정치 영역에서의 공공성 논의는 ‘군민공치’라 하여 왕으로 하여금 국민과 함께 통치하라는 요구로 나타났으며 그 구체적 형태는 입헌군주제로 제시되었다. 그런데 이를 지향한 개화파는 군민공치를 통해 정치적 공공성을 이루고자 하는 순수한 동기도 가졌겠지만 그러한 입장이 경쟁세력의 정당성과 힘을 약화시키고 자신 집단의 세력 확대에 도움이 되기 때문에 주장하기도 했다. 사회 영역에서의 공공성 논의는 백성에게 ‘공심’을 강조하는 방식으로 이루어졌다. 공심은, 사심을 버리고 나라와 이웃을 사랑하자는 애국애민의 정신을 의미한다. 그런데 그 내용을 보면 당시 조선에서 가장 시급한 문제라고 할 수 있는 외세 침탈을 막기 위한 군사력 강화에 대한 강조가 없으며 단지 문명개화하면 세계인의 사랑을 받아 독립을 유지하는 것으로 생각하는 순진함을 보였다. 따라서 조선 후기 개화파의 공공성 논의는 당시 가장 현실적으로 요청된 국가 위기 극복에 대한 대안을 제시하지 못했다고 할 수 있다.

다국어 초록 (Multilingual Abstract)

In the late 19th century in Korea, reformists argued for publicness by establishing ‘a constitutional sovereign’ and ‘public minds’. They suggested a concept of ‘co-rule of king and people’ that meant a constitutional sovereign. They tried to promote the public good through building it, but they also had a political motive to strengthen their power and weaken their rivals. In addition, they urged Korean people to have public minds which meant love for neighbors and country. However they were so naive that they did not emphasize military power which was the most urgent needs at that time. They thought that if Korea was civilized by opening a door to the international community she could be loved by all the people of the world and could maintain independence. Therefore, Korean reformists’ arguments for publicness were unrealistic and failed to suggest a proper idea to overcome national crisis.
