복지국가의 생태학적 전환과 사회서비스의 가능성 = Ecological Transiton of the Welfare State and the Potential of Social Services

국문 초록 (Abstract)

본 연구는 생태주의 관점에서 복지국가의 지속가능성 쟁점들을 살펴보고 대안적 실천으로서 공유지 사회서비스를 제시하고자 하였다. 우선 복지국가의 한계 논의와 관련하여 자원고갈과 기후변화, 환경정의와 복지, 그리고 GDP 성장 중심의 생산-소비구조의 문제점을 지적하였다. 본 연구는 복지국가의 생태주의적 전환이 요청된다는 관점에서 생태근대화론과 지속가능발전의 이론적 논의를 검토하고, 이를 바탕으로 공유지 사회서비스의 가능성을 탐색하였다. 공유지 사회서비스는 자원의 한계 상황에서도 이를 이용하는 주체들에 의해 효율적으로 관리될 수 있으며, 집합적 문제를 해결하는 능력도 자치 조직들이 보유하고 있음이 인정된다. 돌봄과 노동도 주민들의 상호작용 활동과 이들이 만들어 놓은 제도적 규칙에 의해 오랫동안 유지되어 왔다. 오히려 오늘날의 산업화 과정에서 탄생한 복지국가의 방식이 집합행동의 문제를 해결하지 못하고 재정적 자원의 고갈과 비효율성, 무책임성, 서비스 질 저하라는 문제들을 초래하고 있다. 이에 생태학적 원칙으로서 자율과 책임성은 공유지 사회서비스라는 새로운 복지의 가능성을 옹호하고 있으며, 이를 실현할 주체로서 국가와 시민사회의 구분된 역할을 상정하고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to present a social service system based on the idea of commons as an alternative practice of welfare state from the perspective of ecology. With respect to the limitations discussed in the welfare state, the issues of resource depletion and climate change, environmental justice and welfare, and GDP production- consumption structure are discussed. Also, This study reviews the theoretical discussion of ecological modernization
and sustainable development and explore the possibility of social service system based on commons. Despite the resource depletion, social services can be managed efficiently by user-subjects, and self-organizations have the ability to solve collective problems. Thus, the ecological principles such as autonomy and responsibility advocate the possibility of a new welfare of commons, assuming the different roles of the state and civil society.
