학교 밖 청소년 지역사회 지원방안 연구 Ⅲ: 학교 밖 여성 청소년을 중심으로

국문 초록 (Abstract)

학업을 중단한 학교 밖 청소년의 경우, 성별, 학업중단 유형 등에 따른 세밀한 접근이 필요하다. 특히 청소년기는 성별에 따른 사회문화적 현상을 내재화하는 경향이 다르기 때문에 청소년 정책지원에서 여성과 남성이 겪는 위기 경험에서의 성별 차이를 고려한 정책과제를 개발해야 하며, 이를 지역사회의 지원체계를 통해 충분히 공급할 필요가 있다. 이러한 필요성에 따라 본 연구는 첫째, 학교 밖 청소년과 관련한 개괄적 현황과 실태를 분석하여 집단의 차이를 확인한 후 학교 밖으로 나온 위기 여성청소년들의 생활 경험과 심리상태를 파악하고자 하였다. 둘째, 학교 밖 청소년 중에서도 더 많이 소외되고 취약한 여성 청소년의 실태를 질적조사를 통해 심층적으로 분석하고 지역사회 수준에서의 정책적 지원방안을 제안하는 것을 목적으로 하였다.
이를 위해 첫째, 위기 여성청소년과 학교 밖 청소년과 관련된 선행연구를 고찰하고, 학업중단 학생 현황 중 성별 현황을 살펴보았다. 둘째, 2차 자료 분석으로서 2018년 학교 밖 청소년 실태조사 결과 중 성별차이에 초점을 두고 재분석하였다. 셋째, 학교 밖 여성 청소년 8명 및 이들 중 일부가 거주하고 있는 청소년쉼터 관계자 2명을 대상으로 온라인 화상 방식을 통한 심층면접조사을 진행하였다. 마지막으로 결과 분석과 정책 제언에 대한 전문가 자문회의를 실시하였다.
이러한 연구방법을 통해 학교 밖 여성 청소년 현황을 분석하였고, 학교밖 위기 여성 청소년의 학업중단 경험과 지원 요구에 대해 분석하였다. 연구결과에 기초하여 학교와 지역사회의 정서적 지원체계의 강화, 노동시장의 사회적 안전망 강화, 지역사회 직업 · 진로 멘토링 사업, 다양한 지역지원체계의 접근성 제고 및 직업탐색 공간의 다양화, 심리 정서적 상황을 고려한 맞춤형 상담 제공, 여성청소년의 성 · 건강관리에 대한 접근성 제고 등의 여러 정책과제들을 제안하였다.

With respect to out-of-school youths, a detailed approach based on gender and reasons for dropping out is necessary. In particular, since youths tend to internalize what is unfolding socio-culturally before them differently according to gender, policy tasks that consider the gender difference in the crisis experience of male and female youths must be established. There is a need to introduce these tasks through the support system of the local community. To that end, this study examined the general status and actual conditions related to out-of-school youths to determine the difference between the two gender groups, and then attempted to grasp the life experiences and psychological states of the female youths in crisis who have dropped out of school. The purpose of this study was to carry out an in-depth analysis through a qualitative research on the status of female youths who are more marginalized and vulnerable, and to propose support plans at the local community level.
For this purpose, we first reviewed previous studies related to female youths in crisis and out-of-school youths, and examined the gender of students dropping out of school. Second, as a secondary data analysis, the results of the 2018 out-of-school youth survey were re-analyzed to focus on gender differences. Third, in-depth video interviews were conducted with eight out-of-school female youths and two field workers from the youth shelter where some of the interviewees reside. Finally, an expert advisory meeting was held to thoroughly analyze the results and put forward policy recommendations.
Through these research methods, we examined the current status of out-of-school female youths, and extracted their dropout experiences and support needs. Based on the results, various policy tasks such as reinforcing the emotional support system of schools and local communities, strengthening the social safety net in the labor market, starting vocational and career mentoring programs in the local community, enhancing the accessibility of various local support systems, diversifying job search channels, examining the psycho-emotional situation, providing custom-tailored counseling services, and enhancing accessibility to sexual and health counseling of female youths were proposed.
